So if I don't have a barkeep or performers, and if the tavern doesn't have a booze stockpile in its borders, then have I eliminated the risk of alcohol poisoning?

Mostly yes.
I've seen dwarves passed out in the drinks pile who needed rescuing, but they may have been tweaked for less moderation than vanilla dorfs, I forget. No deaths though so it seems to work.

Well, best to keep an eye on them after 44.11 stress related personality changes are introduced. That might push dorfs to dangerously alcoholic levels.

The booze stockpile is fine. All you need is to ensure there's nobody assigned to staff the tavern as either barkeeper or performer. Also note that cups assigned to the tavern can only be used by poisoners, so make sure you have enough (I set the tavern cup number to 1 as a token, and leave the rest for anyone to use).

I've seen some report of somebody getting a dorf that drank itself to death on its own, but it should be very rare, and such a dorf can probably not be saved with a reasonable effort anyway (burrowed with only water to drink?).
