[QUESTION] rainwater and flooding

Is it possible to have DF treat every tile like a murky pool in terms of generating water when raining?  I've looked though the raws and at the DFHack scripts for developers and didn't find anything that could help make this happen. Is this impossible with raw modding/DFHack scripts?

I know it would be possible to write a DF plug-in that would do this but I'd rather not learn DFHack plug-in coding to emulate the murky pooling flooding feature for other ground tiles unless it's absolutely the only way.
