Please edit the OOC in specifically saying the PALACE does not take up an improvement slot, and thus in the Capital, a total of 5 building pictures can exist.
Because I don't want assumptions to go before players and lead to them playing a bit less than others, and then let this habit continue. I've noticed it's seemingly common in your games Haspen.
