Name of the Nation: Holy Republic of Quirus
Government: Holy Republic - This government is a spiritualistic form of democracy, where a divinely guided council made up of clergy controls and supervises the democratic process.
Ethics: Spiritual Xenophile Pacifist
Species: Zeraxian - Strong, fast, anthropods with natural weapons originating from a desert world.

Pre-History: The Zeraxians evolved on a harsh desert world and through conflict gradually developed a military dictatorship focused on defeating the evil monsters which plagued them from early prehistory.  As technology developed they were able to push them back and were close victory.  Around this time a scholar researching the creatures made a startling discovery; they were sentient, had a rich and spiritual culture and were just as afraid of the Zeraxians. 

The Learned One, as she would become known as, brought the information to the authorities and public and after a short campaign to gather support was publicly executed.  The military completed the final purge, but in the process the public became aware of the truth of her teachings. 

A mostly peaceful protest movement swept through society (though the final brutal destruction of the junta leadership is downplayed), toppling the government. The disciples of the Learned One were put in charge, where they oversaw the development of several new religions and institution of a democratic government based on scripture rather then failed constitutions and individual power. 

The sins of the past are a strong driving force for the government and people, to not be blinded by fear, anger, technology and dogma.  To embrace and understand the different without violence.

Do all/any civilisations start with FTL capabilities?
Is FTL following Stellaris 1.X or 2.X rules? Ie, does everyone use the same FTL, or are there different methods?

Now that I think of, the FTL method of each species would say a lot about them. I can see the Diqui-Yue Coalition calmly "surfing" the slip-space between star systems, the Salamanella Collective forming temporary bubble-like portals and entering them to shift between worlds, the Ti'Yuhan Tribe's living vessels going into an intangible hibernation, and brute-forcing an outright Faster Than Light bolt to reach systems in a matter of months, if not weeks, and so on. In my opinion, there's a lot of room for each species' FTL method to reflect their evolutionary perspective and cultural outlook.
