A thing where we make rules, then play the game that is randomly made

First and most important rules:
New Rules must be voted to make
Changes to rules must also be voted upon
Make as many rules as possible.
Polls are how we decide to use a rule/amend a rule
Polls! At lease 7 votes are needed, 3 votes to pass, “no”-s count as negative votes.
