I see no tie here.
That's not how votes traditionally count in SPAM games.
It's the whole vote, or none of it.
Spin is correct, but in this case I started writing the update when there were only the 2 votes for BB, and only noticed I had been ninja'd when I was 90% through the update anyway, so we shall roll with the split vote this time.

As soon as the emissary leaves, you order Lahara to do everything in her power to help cover up your husband's death, and then to leave for The Soup with the goal of sabotaging Char-Dis' plans.

More bad news for the empire! A group of elephant riding nomad dwarf land pirates have reached the conclusion that a goddess of something as 'soft' as beauty poses no threat to them, and have decided to attack your "unprotected" followers. Their initial attack came out of nowhere and caught General Thrane off guard, and now a majority of the imperial army is pinned behind the walls of the besieged town of Charity!
To make matters worse, there are reports of troop mobilization in and around some of the old confederate towns; If this situation isn't resolved quickly the hostile chestnut dwarves may seek to take advantage of the empire in its moment of weakness.
The argument is raised by your courtiers that you should perhaps come clean about the death of the emperor, so that you may present Brushmaster to another mortal champion. If Emperor Walnut cannot help his people in their time of need, perhaps his weapon can!
What should be done about the raiders?
A: I shall send an emissary to seek out the kappa Senshinochi. The empire needs a champion, and it needs one quick!
B: 'Soft' am I? Lets see exactly how soft you find my host!
C: Ugg... This is kinda bad. Perhaps I should appear before the pirates and try to talk them down.
D: I'm sure the mortals can turn this situation around on their own.
And what shall be done with Brushmaster?
A: Absolutely nothing, this is the worst possible time to let on that the emperor is dead!
B: Absolutely nothing, the blade belongs to Sun-nut once he comes of age!
C: My husband trusted General Thrane with his empire, so I shall trust General Thrane with his sword.
D: The soldier Trunk has already proven capable of using artifacts to their full potential. He shall have Brushmaster as well.
