You finally get to cult reform. Before the meeting you had asked Skoonhein to prepare a model of worship that would allow both Sun-nut and yourself to gain essence from Imperial Followers, and to no surprise on your part, the angel has come up with two such designs.

"First," Skoonhein proposes, "we could re-arrange worship to present your faith as a Cult of the God Emperor. Such reforms would split essence income between you and whomever the sitting emperor may be. There are a few drawbacks here; First, you would be giving up half of your essence gain from worship, and secondly, should a non-deity ever hold the throne, their half of the worship would be wasted. This structure would also make things very complicated should you ever gain a large number of followers who are not part of The Empire."

"That sounds like a costly plan indeed," you admit, "at least tell me there are some benefits."

"Indeed there are," Skoonhein admits, "As long as you keep the majority of the following within the empire, you will see massive increases to the Orthadoxy of your following! Also, because the Emperor of your people will be formally recognized as a deity, and deities are served by hosts, it is highly unlikely that neutral observers will object to your host intervening on The Empire's behalf should a Cult of the God Emperor be established."

"And what of your second plan?" You ask.

"The second plan is far more radical," Skoonhein admits, "in that we would blow up your cult entirely to create a League of Divine Rulers. Under this system, each major segment of population once loyal to you worships a single god-ruler. The god-rulers are responsible for handling the affairs of their flock themselves, and also paying a small tithe of essence to you. The long term impact of such a radical change is difficult to predict, but it will make it easier to expand your following beyond the reach of The Empire. In the short term, however, I can tell you that it would render my office of Intermediary as Obsolete, as each god-ruler would be handling the affairs of their mortals directly."

You consider the options and decide to...
A: Implement a proper Cult of the God Emperor!
B: Establish a League of Divine Rulers!
C: Do neither!

B seems it will have more long-term benefits, especially if we grow our pantheon.  Not sure though.

A, as long as we keep gods as emperors it will benefit the most.

A I'd rather not reduce the pantheon we lead to a loose alliance of equals, and the Orthodoxy boost and ease of Host deployment should prove incredibly useful when if we go to war with the Mountain Dwarves.

'A' sounds like a good way for an ambitious son (or whomever follows should the worst befall) to overthrow us.

B

This will make it easier to "feed" everyone as our Pantheon grows and is not reliant on one particular figure. ((Plus jostling between the lesser members provides good story hooks.))
