You send Senshinochi after the pirates and a messenger to tend to Trunk.

Skoonhein appears before you next. "My queen, I have received a prayer from an imperial bureaucrat named Papos, who is concerned about the welfare of the empire. Apparently General Thrane is importing a lot of metal and gems from the mountianhomes, both to decorate your holy sites and improve his armies. Papos claims to have done the math, and claims that it is impossible for The Empire, which mainly sustains itself by foarging and hunting the fertile outskirts of the great wood, to afford everything Thrane is buying. He fears the regent is either running up a massive debt, or doing something shady to get extra money."

You consider the issue.
A: Clearly the General is Guilty! Punish him!
B: Clearly Papos is just trying to stir up trouble! Punish him!
C: Thrane is trustworthy, and he recieved a large payment to end the War of Ill Tidings. I see no issue here.
D: Skoonhein, would you mind popping in on the general and auditing his books?
E: If there is an issue here, I can solve it by spending a chunk of essence to conjure up some pretty metals and gems for the imperial treasury.

Your messenger reports back that Trunk has been healed. His journey may be more difficult now that most of his supplies and comrades are gone, but at least he is back on the road.

Senshinochi flies off, and is able to find the pirates without much difficulty.

The Kappa attacks the camp under cover of darkness search of Flash! At first things go well for him; No single nomad dwarf is a match for your chosen champion, so he roams the camp freely, collecting scalps and keeping an eye out for the stolen artifact. After about an hour of this, however, and manages to slip up and trigger an alarm; He continues searching a bit longer, but eventually enough dwarves are sent to stop him that he decides it would be wise to retreat before he is overwhelmed.

A day later Senshinochi and Skoonhein return at around the same time. Your intermediary wishes to report what he has found in General Thrane's books, while your consort needs to face your judgement for his failure.

"I checked the books as you asked," the angel reports, "Thrane is able to import so much because the mineral broker he chiefly buys from, called Throng-Urist, sells him goods at only 33% of their market value."

"That's a bit fishy." You reply.

"I agree," Skoonhein nods, "so I did a bit of digging on Throng-Urist. He is one of the wealthiest merchants in the mountain homes, with close ties to the priesthood of the Dwarven Pantheon and many powerful Moutian Dwarf guilds and militias. He has many grown children, most of them military officers. One of them, it turns out, is General Thrane. The answer to this mystery is a simple family discount."

A: Very well. The situation checks out. Let Papos know that General Thrane isn't doing anything wrong.
B: Father or not, Throng-Urist is not the sort heathen the regent of my beautiful empire should be dealing with. Tell Thrane to stop doing business with him.
C: 66% Strikes me as a bit much for a family discount. Why don't we send Lahara to make sure Throng-Urist is on the up and up?
