Ops Design: Package Delivery Protocols:
(3)
We've trained our Agents in methods of delivering packages across the border. They do have to take the packages with them through the checkpoint, but it's easy enough to conceal things. False bottomed boxes are easy enough, and we can in fact hide things inside cakes. There's only so much we can hide inside a false bottomed box or cake, but it could be handy.

Hardened Border Control
We know from experience that sob stories work on border control guards. Let's keep them from working on ours, by training them to obey regulations stringently and without influence from emotions. It'll be tough, but it has to be done. If possible, give those denied entry due to trying to use a sob story a bright red lollipop stamped with the word 'DENIED'.

Security Design: Hardened Border Control:
(2)
How hard can it be to get border officials to cut down on their emotions? Uh, pretty hard. Various mental compartmentalization and disassociation techniques have been concocted to allow our officials to shut down their emotions so they can make a purely logical decision when allowing or denying immigrants. The trick is getting them to actually use those techniques. Their loyalty to us makes them more willing to use these techniques, but without creating a training course for them, only so many will learn these emotional control techniques.

Spoiler: Technology and Tactics (click to show/hide)

It's time to concoct a strategic plan. Keep in mind we have 5 new Agents to assign.

I think send two agents past border, set three to interviewing recent immigrants and learning who the agents may be. Our agents already over set up as proper immigrants, working in the capital. The agent without proper papers will set up apart from the rest closer to the border and keep an ear out for smuggling operations that we can harness to move supplies.

Doublepost!

Plan:
4 agents across the border set up as immigrants in the capital and start chatting with those around them.
1 agent without papers stays closer to the border and tries to hook up with a smuggling operation. They are not to disclose their government identity.
3 agents start interviewing recent (since the start of the arms race) immigrants and looking for those who know those that may have stolen papers.
2 agents cross over the border.

Operation 4132:
The Agents we earlier assigned to guarding continue guarding.

We have six Agents who have already crossed the enemy border. So far so good. Now to get set up. Er, maybe we should have covered this in training. Then again, maybe it's not all our Agents' fault. The police came out of nowhere, accompanied by two men that looked like Agents. The police, assisted by the enemy Agents, located two of our Agents while they were out and about and attempted an arrest. They did a good job at it, but our Agents barely managed a getaway. What we want to know is how the Arstotzkan police knew that those two Agents were suspect. Did they photograph them as well?

Some kind of training to blend in might have been helpful here.

The Agent without papers attempts to hook up with a smuggling operation as requested. It's not something he's been trained for, but by sheer dumb luck he succeeds at attaining an entry-level position in a smuggling operation.

We set three Agents to interviewing recent immigrants. They haven't been trained for this, either. And it shows. What we get is a fair bit of useless garbage and one romantic hookup that leaves the Agent involved in the hospital.

As for the two Agents we sent to cross the border? The first had no issues until the official noticed his briefcase and freaked out. Which could have been bad but the Agent used it as a threat to silence the official and let him pass. The other? Much the same thing happened, except the official ended up acting a lot more competent to begin with and called the guards. The Agent managed to get through regardless, though, and wasn't photographed(or at least he thinks so).

Worryingly we have no clue what Arstotzka was up to this month, aside from the Agents assisting the police. No reports of enemy activity. Nothing.

So we design the radio or take revision, we can bring and take staff from our agents, but that might br useful for them to give us info

Idea for design/revision:
The Manufacturing and Tourism Campaign
To allow our agents to better disguise in plain sight we need to make their look more common, to allow that shops will be open on our sides of the border shops that between other things will sell things looking similar to our agents equipment in low prices, now the only item like that is a briefcase looking like our hidden SMG but more items could be added to the future.

Micro Radio

A small crystal radio with included battery (consumer type, as to be readily available) and with the dimensions such that it can be fit within a small book (cutout-style), the micro radio's true glory is that it includes a scrambler chip with an adjustable dial, one that is set based on a predetermined schedule. The scrambler chip can also unscramble incoming messages.

Fallacy, will you accept training that teaches our agents to build radio from easily accessible electronic as a radio design?

Design:

Forgery and Disguise Kit

A simple case that hides inside any number of popular books in the region (hollowed out of course), the disguise kit contains basic makeup and prosthetic supplies to allow our agents to change their appearance, to be coupled with different outfits.

Its twin, the forgery kit, contains empty copies of basic Arstozkan documents and basic fakery tools, including an Arstozkan notary stamp. For agents crossing the border, we will do the forgery on site.

@Fallacy, is this too ambitious?

I imagine we'd have to split that into two separate designs.

Legitimate Entry
Why bother trying to fake our way in when we can simply apply for a travel permit? Of course our agent will be logged as a Kolechian visitor, but they will be able to deliver equipment to Agents across the border without risking improper paperwork.
