Why, under any circumstances, would we have a briefcase inside of a briefcase from the perspective of the Arstotzkans? It just means that the SMG can't be drawn quickly, and our agents are going to have basic packs anyways.

I reread, the pop-off addition is more fitting than I first thought. Hence my vote. Also we can beat the other team.

Ops Revision: Pop-Off Compartment:
(4+1=5)
We would still have preferred this luck apply to our designs, but this helps.

We started trying to add a compartment to the Briefcase SMG that would let it fake being a real briefcase.

Our subordinate engineers misheard what we asked for, and turned the Briefcase SMG itself into a compartment. The Briefcase SMG now actually works as a briefcase. It can, on the other hand, still be transformed into an SMG. The process requires whatever's inside to be removed first, but another added button can open the bottom and drop everything inside the briefcase out of it. Instantly.

This is much less likely to be found out as a fake than the Pop-Off Compartment, actually. And it stores more.

We've given our subordinate engineers a nice raise.

I would prefer we send six to infiltrate. I don't want agents involved in border security, in general.

Operation Protect and Serve:
For the first part of our plan, Protect, we assign 3 of our Agents to the Ministers of Information, Trade, and Labor. The Prime Minister has his own bodyguards, after all. Each Agent we sent to a defensive position is equipped with a discreet Briefcase SMG.

For the second part of our plan, serve, we send the remaining 6 Agents to attempt infiltration of Arstotzka's border. As we haven't specified otherwise, and they really don't have much other specialized training, they use their Coercion and Charisma Training.

After the fact, we get a mission report via messenger falcon. Maybe we should get on designing a concealed radio...

Interestingly, the three Agents who tried charisma got through without too much trouble. Sob stories really do work, it seems. As do mentions of anti-Kolechian bias. Even with a ban on Kolechian paperwork. We should really figure out some way to fake the paperwork of other countries.

The three agents who tried coercion? One managed to pull off the threat and get through with approved paperwork. The second managed to use his case to force approval of his paperwork but was chased by the guards after the fact and dropped his case accidentally, though he did manage to escape. The third? It's a miracle he got through. His situation was a little crazy. A heroic border official managed to stall him long enough for the guards to intervene, forcing him to run away. Without any documentation. At least he kept his case. Worryingly, he mentioned that the border official had a clunky camera which she used to photograph him. Any of the other officials could have had one of these cameras and used it.

In the end, though, we do have six Agents past the border, though only five have approved documents to use in the event of an inspection. And only five cases between them all, the remaining one is now in Arstotzkan hands.

Well shoot.

With regard to enemy activity: our border guards noticed suspicious activity happening among the immigrants. They detected some number of enemy Agents stealing from other immigrants. Stealing paperwork. Clearly they're up to no good.

Not bad, I guess, but now they have our gun and we know they have cameras. Yeowch. Maybe we want to establish something like a discreet delivery service for our agents.

Package Delivery Protocol
Using a variety of techniques, including false-bottomed packages, disguised materials, and even things such as the 'file in the cake', tools and weapons can be delivered to our operatives in the field without having to act out of normal channels. This will allow covert resupply so that our agents perform long term missions.
