Operation Plan A:
The Agents we sent to protect our Ministers continue protecting our Ministers.

The eight Agents we had steal paperwork last operation were put on infiltrator detection duty. Two of the Agents we put on infiltrator detection duty worked with the local police using their photographs to locate two enemy Agents. The enemy Agents got away, barely, but we can keep working at that...

Our five new Agents are sent off to steal paperwork. They return with a new batch of paperwork. Kolechia's is unchanged. They're fairly sure they weren't even detected.

On the enemy activity side of things, we got a report of an enemy Agent using the same briefcase threatening tactic as before to pass the border. He succeeded, and we didn't even get a photograph of him.

How godsdamned incompetent are our police forces that just running away is enough to escape? Do they not have guns? Radios they can use to call for backup? Cars that move faster than someone on foot?
I'm just trying to figure out what we could do to have this not happen again. Because for enemy agents with no special skills or equipment to aid in their escape to be able to slip through our fingers like this is unacceptable.

It's not just your guys' fault, though. On both sides, Agents are the best of the best, recruited from among the graduates of a training program that itself only accepts the graduates of another training program. You only get five each month because they're the best five the entire nation produces.

So when I say running away, I mean running away really fast while making use of the urban terrain in every way imaginable.

That said, there are ways to improve your guys' effectiveness in confrontations. Training or otherwise.

Well, then that should be included in our list of tech, that our agents are adept at running away. Like, we had to teach our agents to buy knives, I assumed they were complete morons if not provided with training in an area.
