Main Thread!

The war is over, the public thinks. But the truth is, it has barely even begun. Under the command of your Prime Minister, you, the elite development board members, have been tasked with the creation of tools and strategies meant to infiltrate the enemy border and slay those important to the enemy government.

An influx of banked resources ensures that you may make 3 Free Universal Designs and 3 Free Revisions this Development Phase.

Well, might as well join this one.

False Paperwork
In a cunning plan to cross the border, we'll create ways of faking the paperwork needed to cross the border, and even create counterfeit seals and sigils and stamps so that our passports can be prestamped by needed authorities to get the border guards to let them through. That way our men can cross through even the most heavily defended border crossing point, because the enemy won't think they're supposed to keep them out.

I'm assuming we have generic pistols and stuff on the border guards, right? And don't need to design shotguns and stuff for them to have.

So, okay. Questions.
Do we do all three designs at once, or do we do them one at a time?
When you say we have no tech or strategies related to security or operations, what does that mean? Do we even have border guards? If so, do they check paperwork, or just wave everyone through? Is there a physical border along the border? Do our agents have guns? Do we need to design a 'shoot this guy' operation?

[1]: All designs at once, followed by all revisions would be ideal, but I can work with doing them one by one.

[2]: You have base-level tech and strategy, but nothing beyond the basics. You have a physical border, with enough guards that trying to get through by force would be a pain but not impossible. They do in fact have basic firearms left over from the war. You do have border checkpoints, with basic document checking(the only documents in use are passports, along with the occasional diplomatic authorization). You have some basic operations currently taught in Agent school, assassination, bodyguarding, and attempt border infiltration being among them. More complex operations should be designed.

If you want all the designs at once... here's a few more ideas.

Higher Security Training
The enemy is going to try to sneak through our border, using lies, false paperwork, lies, threats, lies, threats, and probably bribery. This training is to defeat three things. Agents that come back, agents that use bribery, and agents that use false paperwork. First, to prevent enemy agents who got away from getting back, records are taken of their face, copied, and posted in all border checkpoints as 'people to never allow across'. Secondly, to prevent bribes, border officals are trained to... accept all bribes, and then report the bribe as soon as possible, whereapon they will be given an equal reward to the bribe they took. This will allow us to reliably detect anyone who attempts to cross our border using bribery. Lastly, they are given intensive training on what actual paperwork looks like, cross referenced with counterfeits from the 'False Paperwork' project if that goes through for them to practice on, to make it harder to fool them with paper lies.

Smuggler's Pistol
This semi-automatic pistol is designed so it can be taken apart into at least three different pieces, whereupon it can be stored in very small pockets, and then be smuggled across the border and used by agents placed within the enemy's territory.

Sudden Takedown Training
Our agents may not be able to bring guns, bombs, or body armor across the border, but what they can bring are their own two fists. Let's give agents finely honed training in melee combat so they can beat people up with their fists. And then, if they beat up an enemy police officer or something, they can steal the other guys gun and start using that.

Homebrew Explosives Training
It turns out that all sorts of household liquids can be turned into crude and not entirely reliable explosives if you know how. Currently, our agents do not know how. As such, they will be sent to this month long training course in how to turn alcohol into firebombs, drain cleaner into jury rigged bombs, and shampoo bottles into throwable explosives. It's not like the enemy can keep our agents from buying household supplies, right?

Smuggler's Tunnel
While there's much to be said about fooling the enemy at the border and walking right through... it can be difficult to, say bring a sniper rifle through the border checkpoints. As such, instead of going through the checkpoints, and using the item known as a 'shovel', our men will start far enough from the border to not be caught and then dig a really really long tunnel until we're far enough from the border to not be caught... on the other side of the border. After that, we can literally send our agents right underneath all the checkpoints and bring whatever we want across with them.

Fake paperwork seems good, +1 to that.

As for getting heavier stuff across, well they can't have guards everywhere. A basic catapult or a guy with a strong arm should be able to get stuff through.

And I recommend we do something defensive too. Easiest would be checking for all the ways we know to fake paperwork. I assume Kolechians are flat out banned (or they should be).

In order to get through border checkpoints, we need false paperwork. False passports proclaiming we hail from another nation. False identification, supplements. We've made a start on that today.

Well, we can't exactly fabricate new false paperwork from nothing. Our skills are nowhere good enough for that. What we can do, though, is modify existing paperwork. If one of our Agents gets ahold of a passport, or identification, they can bring it back to home base where we can tweak it. Replace the photograph. Change the names. If we get it right, they can use the stolen paperwork as if it were their own. It doesn't work perfectly all the time, though, and we suspect the enemy could adapt their paperwork to make it harder to modify. Still, it's a start.

Given that as of the last vote, there are two designs left, and no one else seems to be voting yet, and two designs are leading by two, perhaps we can just go on with Higher Security Training and Miniaturized Gun being used for designs?

Security Design: Higher Security Training:

The training of border officials in better security techniques goes fairly well.

Cameras have been granted to our border officials. In the event bribery is attempted, intimidation is used, or people attempt to cross the border by force, the officials can attempt to take pictures of that person. The cameras aren't perfect, though, and can be a little unwieldy.

We've instituted a bribe reward program. In the event that one of our border officials is bribed, they can accept the bribe and report the giver in order to double their earnings. Coverage of the fliers we used to advertise the program isn't absolute, but most border officials have received a flier. Let's hope they don't just ignore them.

Finally, our officials have been given a training course on what actual paperwork should look like, compared to paperwork that has been stolen and falsified.

All this is all well and good, though we imagine we might have gotten better results if we specialized a little more in this design.

Ops Design: Miniaturized Gun:

The new miniaturized gun is... not a popular concept among our Agents.

Firstly, it has a chance of not firing when fired. Issues with miniaturization. Secondly, it has a chance of firing when it's not supposed to.

Considering the method of concealment, the second is scarier. Our test subject and victim described the feeling as "a thousand years of death". He then shortly passed away.

Er, we're down an Agent, and all we have to show for it is a rather faulty miniaturized pistol.

Our Agents refuse to carry it until the second issue is fixed, at the very least.
