I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

You are P-MAN!tm, protector of the world! You have taken an oath to uphold the values of the red nation, and fight crime and villainy wherever it may lurk. You boast fantastic powers and formidable skills. Evil-doers beware, for this world is under the protection of P-MAN!tm

Your current headquarters is a building in the Red Nation city of Alfredonia, a buzzing center of culture and fine dining. Poverty is a problem in the east side of town, and with it an abundance of petty crime. Your Headquarters is the "Heroic Embassy" provided by the Red government, and can support up to three (3) heroes at once. P-Man is currently stationed in Alfredonia, and it will take one (1) turn to move him to another city, during which he will be unable to perform other actions.



It is currently the Project and Research phase.

You may describe one project or research project you would like to perform. You will receive a quote for the baseline cost of the action in money and influence. If it is a project you may receive some details about the end effects, but the full effect will be dependent on the project rolls upon completion. Example: Your new Headquarters will increase the total hero cap for the League. Rolling a (1) in effect might increase the cap by just 1. Rolling a (6) might increase the cap by (3).   The project will then become available for work during the deployment phase. *Do note that you do not have to assign anyone to work the project, and it will stay open indefinitely. There is no maximum number to the amount of projects or research you can have active at once.

Honestly? I think we should be playing up to our strengths. P-Mans hould be able to rip things apart , FLY, and other things. I doubt the villains went anything other then sneaky beaky, so I think we should push towards doing things that we can actually fix.Like, you know.

If they went Evil Overlord, he’s going to be sneaky so that they can capitalize on his recruting synergy

If they went Lex Luther, they are going to utilize his advanced intellect and be sneaky and deploy very advanced designs.

All of these things are subterfuge and stealth tactics that the enemy is going to deploy, and we must show that the heroes are always vigilant!

Also the Echo drone is totally a Big Brother supporter like our heroic communist agenda!, no one can escape the greatness that is heroic communism!

Well, the other guys already have a 6 man consensus on the voting. Whenever you guys get something reasonably in the lead I'll run the next phase.

And we should take advantage of P-Man's charisma to quickly expand outwards, while keeping an eye towards the villains' main advantage.
Project: League Agents
Right now the League of Heroes is limited to a single building with researchers and administrative staff, with its only method of outreach being P-Man. P-Man is great and charismatic, but he simply can't be everywhere at once. That's where League Agents come in.

Agents range in skill (and pay and secrecy) levels, and are used to manipulate and influence the outside world in ways too subtle or unimportant for our heroes. They have basic training in combat and occasionally subtle weapons, just enough to not be intimidated by thugs; agents cannot and should not face any Villain entity directly.

Agents are instructed to assist P-Man (and any other heroes) in whatever way they request, and will of course report any suspicious activity to HQ. But for now, their main role is recruitment and outreach. P-Man is great at inspiring people and convincing remarkable individuals to join, but we need to know where these remarkable individuals are and which ones would contribute the most to our cause before we sent P-Man to recruit them. That's where agents come in. They monitor anyone with potential "super-class" abilities, supernatural or otherwise. The League will keep track of all these individuals for threat assessment and potential recruitment, and P-Man can work off of this intelligence gathered.
In some cases, Agents can also be used as law enforcement for particularly bad crime issues that aren't directly being caused by the Council of Villains. But again, their current main goal is tracking and evaluating supers.

TL;DR: Employ a decent number of somewhat-secretive non-super agents to generally act as a more subtle hand of the League with the ability to collect intelligence and aid our supers in any way requested. For now, they should focus on locating, tracking, and evaluating all "super-class" individuals, mundane or supernatural.


Basically we make the League more than just a "collection of superheroes" and an actual entity that doesn't just rely on superheros to do so. Kind of like early-MCU SHIELD I guess? If we chose P-Man for his charisma, let's use it. And this also helps against the Villains' likely stealth as well.
