Strapping guns to the POD would distract to the more critical part of the design; we are also producing all the systems to mass distribute this drone and giving it to police/authority to make an effective aerial surveillance system. The weaponizing comes after, when we can justify it to the civilian population that they need it for their protection. We don't explicitly have "smaller quad copters", and introducing these systems with all the deadly weapons and toys to take down a enemy building might cause the villains to go for a resistance fighter route.

Regardless, both theoretical drones will have the same effect, we get footage of them doing things of bad, bad villainous things. I follow the doctrine that big, heavy machines that can survive the day-to-day operations against gang action, and low-power hero/villains is better then a small drone that is a smaller target in exchange for being relatively fragile.

This also develops the first moves of the arms race in total; if we introduce big, heavy machines, they  are forced to react in such a way as to take these things down, violently or otherwise. This lets us justify bigger and deadlier machines against their forces. If we develop small and insignificant machines that could be shot down by a lucky man with a pistol, we seem non-threatening to the populace, and it means we have to play in their ballpack of "subtle".

Maybe I am overthinking these things, but I want my villains to be loud enough to get shot.

The better our heroes are at fighting, the more competent we will seem, as well as there being fewer accidental civilian deaths. I really think we need a hero academy.

Perhaps, but I think it would be a smarter idea to have more information in the field before we commit to anything else.

What is the level of technology that we have in the world? Modern  equivalent? Ww2, 1970's, etc?

Assuming it is modern equivalent, we could literally just appropriate civilian drones. With research projects in the millions, purchasing a few hundred drones would be trivial. I feel ATA is a better use of time.

Yes, because appropriating civilian drones for police purpose is 100 percent the same as a large, militarized and specially designed police drone thst is one gun away from fire support.

And when when superman can't beat something that a rocket can, then we can make those drones. Personally I would prefer not even needing an aoe weapon that could cause civilian casualties when we could have a LITERAL SUPERMAN on our side.

But this superman is currently more of a liability until he can fight properly.

No, actually, P-Man is a great melee combatant because he's indestructible (as far as mooks are concerned), capable of flight, and super-strong. And can see really well.

It doesn't matter that he's only got really basic skills, he'll still be capable of putting up a really good fight in melee. Besides, he'll be getting experience long before we get an academy of any sort up and running.

Project: Iron Skin
Through the wonders of CRISPR and other advancements song with P-Man’s great enthusiasm to help, we believe we can create a series of treatments to impart a slightly-lesser form of P-Man’s steel skin to volunteers.

To keep difficulty down, the iron skin treatment will be limited to existing supers only. We could probably get it working with mundane but for now want to keep costs low by stopping as soon as we get a treatment that works with supers.

I phrased that poorly. Yes, P-Man can fight. But he could fight better. At least from an irl standpoint, the less collateral damage there is during combat, the more funding, reputation, and trust we will gain from the governments and from the public. I don't see why that wouldn't be a mechanic in here.

Would you fund a superhero program if all of their "saving" the day results in multiple buildings knocked over? I mean, sure, those intrusive drone cameras watching you all the time sure are nice, but it is a shame you no longer have a house.

Also ATA wouldn't just improve PMan either. It could be utilized by Hotshot, and I left wiggle room in there for non supers as well. Making this and then doing a backup squad project would probably give us a bonus to making said backup squad.


EDIT:
Whatever we do, can we please not do flying targets with cameras? Any mundane weapon we could stick on a person sized drone would be far outmatched by even the most basic superheroes or villains, and may turn the public against us due to the enormous potential for spying.
Not only that, but there is no way you can reinforce a drone to stand up to a direct hit from a superhero. Rotors are laughably breakable and all they would need to neuter our drones would be some kind of rapid fire weapon or, I don't know, maybe someone with superpowers.

We really shouldn’t be specializing too tall in one category.

For instance, the point of the Needletail is to eliminate travel times. Right now, if we want to move a hero we have to take them out of the game for an entire turn. That’s insane, and we need to fix that to be competent in the future.

I kind of doubt we can eliminate travel times with a single design right out of the gate. Also, our only combat ready hero can already fly.

Project: Hearts and Minds (suggestions for alternate name welcome)
Fights behind beings with incredible power tend to cause collateral damage. Like, a lot of collateral damage. People will need help to recover from such damage, and therefore our organization is to be expanded with another arm, responsible for aiding in the rebuilding and policing of areas damaged by superhuman activity. They will be equipped with a wide variety of people with almost no required security clearance, capable of doing anything from the required manual labor to the redesigning of buildings destroyed, and includes two units of police-type forces. One unit is simple patrolmen, to make sure no petty criminals take advantage of the chaos, and the second is a group of investigators and SWAT-type elite policemen meant to clean up the remnants of any criminal organizations that remain, or are put in place, after any villainous or heroic activity.

--This is intended to give reputation and possibly also favors (if politicians get reelected because of our help in repairing damage, say) after major battles, as well as furthering our goals after superhuman action, such as by cleaning up what remains of a shattered criminal organization. The sort of grunt work that P-Man can't do. He might pull off a Batman strike and take out the leaders of the criminal group, but there's still a lot of criminals left to take down after the leaders are gone. They will also serve as an early warning if, say, the villains try to install a new organization during a mission and we don't catch it. The followup force will likely discover it and be capable of alerting us.

I'll switch my vote to the training academy; it'll e more useful in my opinion that the intelligence drones. A way to convert actions (and possibly money) into skills should prove valuable to our long-term chances.

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.
