Recruitment Plan A:

Roll: 3 = 3*(1.0-.15) = 2.55 rounds up to = 3

While the existence of other super humans has been for a long time, P-man was the first to be truly iconic. The world has more or less ignored other supers since the phenomenon began, chalking them up as no more than a passing curiosity. The worlds view on supers in general is about to change. The fact that P-man has taken note of other supers, and what more, wants to team up with some of them is groundbreaking. For the first time, supers are under scrutiny and individuals begin to realize that they might just be special. With all the fanfare, the ideas of "duty" and "A debt to the public" start to take hold. Many are still skeptical of these new ideas, or feel like the government recruitment of supers is an authoritarian overreach, but P-man's smiling face and public optimism help to smooth over the more radical elements. After an extensive vetting process, P-man himself meets with a few choice recruits deemed moral and stable enough to entrust with entry to the League. You can acquire one (1) of the following 2 candidates for your League.

Yeah I wonder who we are going to choose?, it’s so difficult!, oh maybe the higher choice that the one has better intellect?

I’m voting for Hotshot but I would like to point out that she has insanely low health that makes her a downright liability in any form of combat, even if we’re focusing her on research.

A healer would be helpful in battle, but we need a high intellect researcher.
We have to get her some proper armour, and eventually power armour. Her mechanical expertise should help with that.

Put her in a lab, not in the field. Or at least put her in a powersuit. She doesn't have to worry about cooling as much.

Now for some input on your options. I think the smartest decision would be to take Hotshot. While I would in any other circumstance vouch for the healer, that's kinda redundant when your main guy has great HP and reduced damage, there's nobody on your team that would require a dedicated healer.
Hot Shot meanwhile is decent in a fight, and most importantly makes up for P-Mans lack of benefits towards research, however, looking at her backstory, I feel like there might be some level of conflict in that regard, she has the body of a wet twig, but she wants to go out and be a comic book superhero, not make gadgets and machines, I say you're best off trying to increase her health or make her otherwise more resilient so that she can have her own fun in between making new inventions, otherwise there may be problems in the future.

Looking closely at most of her stats, you can see that they're actually abysmal like wow we can NOT have her engage in combat until she is tougher or higher level in some combat stat JEEZ.

So, should she make some armor first thing?

Hotshot stats are abysmal? Lel what

You get a better intellect and combat melee stat at the cost of 67% of the HP Sunbeam is and two other super powers

This game isn’t going to be like Darkest Dungeon and we get a negative quirk every time we win or lose a mission, so Optimist has a very much subjective usefulness. Compassionate is ehh... for all we know it can be a double-edged sword when she tries to heal a hero from a critical condition instead of eliminating a enemy hero at a key moment.

The main point here is of three intellect for better research

The Outside World
The world at large continues on much as it ever has this year. There is still crime and poverty in the world, but dedicated members of government and law enforcement continue to tackle these problems head on. Relief efforts to the northern mountains of the red nation continue as the refugees of the red-orange war attempt to return to a normal life. The Blue nation announces a new 4-year plan to grow the economy and reduce the unemployment rate in the south. Of growing public interest is the phenomenon of super humans. People who display incredible, and often seemingly impossible abilities are appearing at an increasing rate, and quietly both governments have been investing resources into investigating these people. Many feel that the world is on the brink of a new era altogether, but opinion is divided on if this is a good thing. Only time will tell how the world will change.

You have recruited Anna Poole, a fiery young engineer to your team. 


It is currently the Project and Research phase.

You may describe one project or research project you would like to perform. You will receive a quote for the baseline cost of the action in money and influence. If it is a project you may receive some details about the end effects, but the full effect will be dependent on the project rolls upon completion. Example: Your new Headquarters will increase the total hero cap for the League. Rolling a (1) in effect might increase the cap by just 1. Rolling a (6) might increase the cap by (3).   The project will then become available for work during the deployment phase. *Do note that you do not have to assign anyone to work the project, and it will stay open indefinitely. There is no maximum number to the amount of projects or research you can have active at once.
