Generally if I have to choose between not dying when the plan fails, or never having the plan fail, I will take the second. More gets done that way.

Okay so according to helmacon via discord DM (though he'll be editing it in soon), we can give some specification towards recruitment at the cost of a minor negative penalty. Though arguably lucky for us, we should still come out on the positive end thanks to renown spent and P-Man's charisma.

Recruitment Plan A
With the League rapidly becoming more than just P-Man's original idea to gang up with other supers, we're going to need some infrastructure.

Namely, in a Lead Researcher for the Agency. P-Man shall use his incredible charisma to showcase how good the League is to the top scientists, engineers, and university faculty/graduate students in the city. Not only does the lucky researcher get to work with the symbol of safety himself, but he also gets (relatively) massive amounts of funding, authority and cool projects to work on as the Lead Researcher of the agency! Who couldn't pass down such an amazing offer?!

Rule clarification

Clarification 1.
Less a clarification and more something I forgot to mention. You can specify one of the three stats you would like to focus on for your recruitment. This will result in a -.15 to your roll modifier since you will be pulling from a smaller pool of applicants.
Clarification 2.
Renown is spent during recruitment. Using all 100 renown will leave you at 0 renown for the moment.

To be honest I think we should be spending a turn on the League Agents plan. The sooner it gets done, the better, and we don't want to fall behind in research against the villains. Plus, recruiting this early with this little renown is going to get us some crappy recruits especially scientists intellectuals types.

I propose we Continue Research on League Agents. P-Man will use his considerable influence and call in some favors from the Red Government, and spend a significant fortune to speed up the project.

Well, renown won't matter in recruiting until we can increase it via sending P-Man out to do Good™. But doing that means he can't recruit or research. We'll continue being unworkably understaffed until we recruit other members. That and working on it right now won't let us get it significantly sooner since we don't have enough favors to fund the entire project anyways.

But if we get a researcher, even if he isn't amazing, we can have him focus on research while P-Man collects money, influence, renown, and more recruits.

I’m pretty sure trying to max out the amount of actions we get, instead of wasting it on research project is kinda the most obvious choice

Still sad that Batman provides two better long-term bonuses passive influ/money gain, and better researching... while Socratic Superman only provides better recruits... which y’know we can just have Batman Recruit them have them level up with xp...
