I gotta go with Slippy. If there's one thing we're missing, it's a melee character, something that could really come in handy depending on if the heroes have recruited someone or not. Plus his Strange Mutations power isn't a guaranteed thing, and I really think we can find a solution to it through a project. He's also just generally more versatile.

We have a melee character, their name is darkhand, because they melee at range...if that makes sense...

While Slippy seems kinda enticing I don't think a mutating cannibal obsessed with the occult is going to end well for us, considering the occult might very well be real here. I'm also starting to see a trend when it comes to the Mafia in the world.

Now that I think on it, we could have recuted the Rat and keep him in bay with some technology from clock work orange or battle royal.

The Outside World
The winds of change are beginning to blow, and the the world shivers.
 Blue government programs in water city have largely been a bust, and the local government has begun to switch gears to a more "public works" related approach. Shantytowns are growing on the outskirts, and abandoned warehouses and factories are rusting from the inside out. To the east, government relief efforts in the north have largely met with success. Apparently, state sponsored super-humans have even been seen helping out with the rebuilding process, and the public reception of them has been very positive. By the end of the year, the government considers the situation stable enough that it is no longer classified as a humanitarian emergency. 
Super humans it seems, have began to catch the worlds attention as well. What was once considered a rare phenomenon is becoming more and more frequent, and rumors swirl that the world governments have started their own research into supers. Public opinion is varied on the subject. Religious groups claim that they are a sign of the end-times, angels and demons walking the earth among us. Trans-humanists claim we are witnessing a punctuation in the equilibrium of human evolution. Other, less agreeable types claim that the "freaks in the streets" are the results of secret government projects, or the aftermath of experimental bio-weapons detonated during the recent wars. The governments themselves have yet to take an official stance on the existence of super-humans, but are widely expected to do so soon.   

You have recruited Lisa Kane, AKA the Harvestman to your council.

Matters.inc performed about as expected this year. you have gained 2 million $ and 2 favors.


It is currently the Project and Research phase.

You may describe one project or research project you would like to perform. You will receive a quote for the baseline cost of the action in money and influence. If it is a project you may receive some details about the end effects, but the full effect will be dependent on the project rolls upon completion. Example: Your new Headquarters will increase the total Villain cap for the Council. (Rolling a (1) in effect might increase the cap by just 1. Rolling a (6) might increase the cap by (3)). The project will then become available for work during the deployment phase. *Do note that you do not have to assign anyone to work the project, and it will stay open indefinitely. There is no maximum number to the amount of projects or research you can have active at once.
