The Rat strikes me as a good thug, but not as proper main villain material. While you are completely lacking in brute force thus far, the rat is someone you would want to keep out of your major affairs, you wouldn't want him to go wander off from your assigned task and wind up blabbing everything now would you? Personally I think you should have used renown on this, but it's not really your fault you guys rolled a 2.

He's the kind of person we would want someone else giving orders to; like a lieutenant. That way, the Lieutenant can take the blame if something goes wrong, while none of it goes back to us. Unfortunately, we need someone we can trust to have that role first.

Yes but he would still more than likely know it was you that hired him and probably sent him as well. You'd still be giving away some level of useful information if the Rat went out and got caught doing the diversion plan, or he might just not follow the plan at all. His biggest issue is that he is disobedient, you can't be sure that he will obey your orders

The Rat might have been useful if we were able to implant a micro-bomb that would turn his deformed head into chunks if he squealed or disobeyed but alas, we don't have that capability at the moment

Not necessarily. One could derive a scenario where the rat doesn't know his true employer. One could have the true base be with Brian Matter, while having a secondary base run by the lieutenant, while having a third base being run solely as a front to deceive untrustable elements like the rat. The only base that the rat is authorized to know of would be the third base, and when he rats out to the police, he'll talk all about that third base, while being utterly unable to disclose the vital details about the second base; let alone the first.

Yes but that was meant in response to Taricus idea of using the Rat as a distraction and misinformant, taken separately from your statement of commanding him through a lieutenant of sort, since as of right now you don't actually have such a capacity, and who knows if you will be able to hire him later once you do.

I think we were only looking from the speculative matter anyways, so the whole matter it a bit moot. It's just something to think about down the line.

How about we set both her and Brian Matter to work on the Cerebral Enhancer? Her past experiences with the Government Psychic program might prove invaluable to our project.

we should tend to dark hand. if we manage to befriend her and get her to train her abilities we can make her a lieutenant.

edit: keep her close until she is loyal and train her in knife combat. combined with her powers she can be a true assasin

Would you rather have a physically weak recruit who gets ganked up very early on by the heroes, thereby either dying or being permanently deformed and acquiring an even nastier negative trait? At least the Rat is fairly predictable in his betrayal, unlike Dark Hand.
