Dying Civ Liaison/Trade

My Fort is the last one standing in my world. As expected the Liaison came in Autumn of the first year with a caravan and traded with me. Since there was nowhere to go he stayed at my fort. Since he had two marksdwarfs with him and I'm short on migrants I'd like to offer him to join my dwarfs in doing something useful. However those Dwarfs are viewed as an '@' and cannot be controlled.
Do I have to build a tavern in order for them to make themselves at home? Can visitors ask to be admitted to the civ?

Also I have about 40 Elves left on my continent in a single site. Can I send them a Liaison or something for a Trade agreement? Or do I have to wait for them to make their way over? I know how to raid on the map but I'd rather protect them...

The trade liaison stays for a while and leave (back into the void, same as the caravan, in your case), typically around spring, when the elven caravan is due (assuming the elves are close enough to be considered neighbors pre embark). You can neither recruit escorts, nor conduct diplomacy. However, since you're playing a "struggling" (rather than dead) civ you have an unlimited number of migrant waves to draw upon for dorf power, with the next one after the autumn one typically due in spring.
The only means at your disposal to protect the elves is to raid their potential enemies, both to turn them against you rather than the elves, and to reduce their numbers. However, fortress mode doesn't (yet) have much in the way of affecting the external world. This development arc is the first one where you have any means at all.

Hey Patrik! Thank you for your answer.
The Liaison including the Caravan did not leave and just stood idle at the depot for the last year. Also I had seven seasons in a row without any migrants, which left me thinking I had the last 12 Dwarves at my disposal. Just got some however.
Ok I'll try to flatten some goblin sites near the elves which indeed are at the other side of the continent. But since I'm surrounded by about twelve goblin sites with about ~100 inhabitants each and a 10000+ souls evil fortress next to my embark location I'll wait with that until I'm ready for a full on war
