Is a bit of a double quote. As it's worded their, it's a reference to a Warhammer meme about the Death Korps of Krieg. Also refers to an American General during WW2, who, after receiving reports of their encirclement, said something to the tune of 'They have us surrounded, the poor bastards. Now we can fire at them from all sides.' or something like that
