Are our characters starting out in their own homes/wherever else they spend their time, or are they at whatever sort of headquarters we might have for our cell?

Whatever you want. This starting part is more for additional characterization / character building. It's purpose is more of a framing device to get things started.

It's really just for framing, and won't have a huge impact on the game itself. It's sort of a "what does your character do in their free time" sort of thing. Again, it's because I really, really suck at writing openings for these games. Don't worry about it, is what I'm trying to say here.

No yeah I definitely have that "cannot post until other people post so my post has some context to work with, but also everyone else is thinking the same thing" feeling.

This opening is terrible and evil. I guess that's thematically appropriate.

I don't know what the base looks like, how many people operate with Delta Green, any NPC's that can help flesh out the room, what the time/date is, where in the world the head quarters is, how secretive the organization is, what our resources are, who runs things, how long we've been operating, what the uniforms look like, or...anything.  There is literally nothing to go off of, and I'm hesitant to write anything because it may later be inconvenient for the story.  There's just too much empty space for me to start filling in the blanks.

I don't even know how or when the game starts.  Should we all be at base for the game to start?  Are we currently on a mission? I'm just torn between my piece being perfectly nonoffenseive and bland vs stepping on the GM's toes.
