You can fix this like this:
Go to your save file raws (for example data\save\region2\raw\objects )
Open creature_birds.txt
Go to [CREATURE:BIRD_RW_BLACKBIRD]
Add this line [PRONE_TO_RAGE:10] somewhere in there
For example like this

.....
[POPULATION_NUMBER:250:500]
[SMALL_REMAINS]
[FLIER]
[PRONE_TO_RAGE:10]
[CHILD:1]
......

The higher the number, the more likely they are to become randomly enraged and attack dwarves. 10 is the value of honey badgers, and those tend to rage at random times if you've ever had them on your map.

if you think thats bad, they also go into the trees and start letting a high pitched "SQUEEEEE!" to tell other blackbirds to come attack.

LIKES_FIGHTING will also make the birds eternally brave against all foes

The thing I would think is that Red-Wing black birds are extremely territorial in order to defend their nests. It would be more difficult to program a seasonal behavior.

Just replace them with goblins, and give them flying tags.
