Trade Caravan/wagon Details

- allow entities to send caravans at whatever date they choose, rather than one caravan at a specific season every year. This would reward players who study their worlds (and possibly allow civs to give extra caravan visits to their trusted partners/garbage dumps)
- allow any civ to send a caravan, provided they are not an enemy. This means that a fortress could recieve goblin caravans if the nearvy goblin civ somehow managed to not piss everyone off, or maybe sad attempts at trade by functionally mute kolbolds.
- allow independent merchant caravans/wagons. Caravans that buy things where they are cheap amd sell them where they are expensive, or maybe just sell the fruits/pelts/animals they've gotten from the wilderness. Maybe civs could punish merchants for hunting on their land without permission. Maybe migrants and visitors could ride into your fortress on these, too.
- large seiges could bring wagons with them to serve as a field hospital/troop and animal transport/seige engine transport/quick retreat/mobile cover/gigantic bomb.
- we should be able to construct and send wagons out with expeditons(or perhaps send an expediton to steal a wagon.)
Being able to produce wagons would also allow us to sell wagons to caravans.

on the same topic, it would be nice to have liasions to send to the main civ or other civilizations

the liasion could then request caravans, or a trading agreement

Diplomat and caravan could be sent, like raid party currently from c-menu.

Option could be viable for caravan, when we have orders for goods from other settlements like orders from Gobblins for 100 barrels of wine and 100 barrels of finished food for 10 years of cease fire or from Elves for 100 metal weapons for right to open trading office in their settlement and keep selling some limited small amounts of some chosen by Elves goods on yearly basis. Or trade agreement between your and other Dwarven settlement for trade of their 100 adamantine bars for your 1000 steel bars? Or paying Mountainhome 500 woolen tunics in exchange of forgiveness for stealing books by your not so friendly raid on them. Things like that. :)

Parts for wagon could be produced from siege/caravan workshop and put in storage. Then they could be mounted in finished wagon and packing animals taken from pastures and attached to it. Also Dwarf with animal care should be delegated to run the wagon and optionally military squad deployed for its safety.

This would enable 2 trading caravans yearly from same civilization. Question is... wouldn't it be too many caravans? Removing unlimited amount and availability of sold and bought goods with regular trading and supply caravans would patch the hole and allow usability for such trading arrangements.
