Dwarven child dreams of...

I have a dwarven child that dreams of ruling the world.

Will he grow out of this? Is this normal?

This probably means the child was raised by a goblin civilization

It happens occasionally, but it's a lot more common among goblins (and, I think, humans). However, it doesn't actually do anything for the time being (apart from being a goal the cannot be achieved, unlike mastering a skill or creating a great work of art).

Completely normal. It results from having a high value for power. As others have said goblins often value power highly, and so like 50% of people from goblin civilizations will dream of ruling the world. However it's still completely possible for normal dwarves to get it, and especially since they're still a child, that's probably what happened here. Also as others have said there's no success or failure conditions for this, so it basically just means they have no dreams.

Its a feature. Impregnating booze is a planned tech tree for dwarves and this is a sneak peek at it.
Unless you're past reproductive age. Then you're pretty much an extension of your kids' genitalia

Well, I would try to help him, but there's the minor issue of being neither able to build local governmental infrastructure, nor hold a conversation with anyone outside my 4x4 spawn zone, so...

You could recruit him as an entertainer with an adventurer and take him out of the fort, then do it.
