Can a civ have TWO sets of ethics?

Just downloaded & installed 0.44.03 & started a new game. I try out the new Civ screen, and see that I'm within 2 days' travel of a Human Hamlet, population approx.  400, of the Flickering Realm, with whom we've had no contact.
Nearby is a Dark Human Fortress, population approx. 1000--also of the Flickering Realm.
There are a bunch of other sites nearby. Those colored as being in Neutral biomes host regular "Humans", while those in Evil biomes all have "Dark" Humans. And they're all of the save civ. (Except for their next-door-neighbors, The Roasted Kindgom, with whom I'm at "Peace.")

Questions: Are the people of The Flickering Realm both good/neutral AND evil?
Did the Evil biomes make their residents Dark, or did the humans' evil influence the biome?
If they send me caravans (which they might not, The Roasted Kingdom might be regarded as slightly closer and thus my "only" human neighbor), will I be able to tell if it was sent by good guys or bad guys?
If the caravan's from a Dark Human pit, is it likely to carry goods that reflect this?

Dark fortresses owned by human civs are the result of human conquest of goblin dark fortresses. Each civ can conquer sites originally settled by other civs, and the sites retain their original name and type under the new rule (The questionable "civs" of kobolds cannot conquer anything, but can take over abandoned sites).
The civs have one set of ethics each, but I think there are ethics on the site level as well, but the conquerors would bring their own ethics with them, not take over the one the conquered used. This distinction is probably unimportant in fortress mode for the time being.
The caravans are civ level efforts that reflect what the civs have access to. I don't think it's fully understood how/if civs get access to new stuff after generation, as most of what they have access to is stuff available in the immediate vicinity of their starting site. I've never seen any caravan carry Sliver Barb or its products, for instance.
As far as I know good and evil biomes are generated during world gen and do not change afterwards. It can be noted that the whole biome is good, neutral, or evil (with the exact value within the range varying), as opposed to savagery that is set individually per world tile. This will all be tossed out and replaced by Myth & Magic, when Spheres will replace Good/Evil and provide a larger range of effects. There will also be dynamics involved with Spheres, so the shouldn't be static (but that may not necessarily happen when Spheres are introduced).

Just because they live in a dark fortress doesn't make them evil. That's just the name for the style of fortress that goblins tend to found, and doesn't really say much about the people living there.

The phrase "Dark Human" is just a bit of syntactical clumsiness. If the site were owned by kobolds, the game would call it a "Dark Kobold Fortress." It changes nothing about the species occupying it.

Civ ethics are, as far as I know, unchanging. Any creature born into a civ automatically inherits its ethics. That said, there may be some variance on the individual level, either as a result of conquered citizens, who take some time to assimilate, or due to children being abducted, brainwashed, and subsequently rescued.

That makes sense, thank you. A population of 10 seems rather low for a conquering force, but maybe they just occupied an abandoned site.

I'll keep an eye peeled for any evil-biome goods carried by them, though. If I ever get around to unpausing this game, that is.
