Also, people so far forgot to vote for where to deploy Ellis Green. I also think the Condor is a National Effort, so I added it to the votebox. It won't be immensely useful, but the winds should be down enough to allow it to serve as a high-altitude bomber. Which is nice, considering neither side has actual bombing capabilities.

Condor is pointless as a front line application, so I see no reason to deploy it. I rather use it for it' TC value than send it to die to front lines.
Yeah, we don't want to risk deploying it, in case it getting destroyed means no TC the next turn.

And it is not pointless to deploy the Condor. The enemy lacks AA capabilities and the Condor has been very explicitly stated to be useful as a high-altitude bomber given okay wind levels, which shouldn't be a problem in summer.

War Heroes: After some discussion and examining balance, I've decided to tweak the rules regarding Heroes.  The chance to pop a hero will now occur any time there's a tie.  This chance is weighted in favor of whichever side has fewer heroes and/or is pressing the assault in that theatre.  The exact weighting mechanism will be hidden, but it should help keep one side from getting lucky and stockpiling a supply of heroes.  Additionally, multiple heroes can be stationed in a single theatre, but with diminishing returns.  I would like to remind players that Heroes are squishy, and their bonus is very modest.

The United Nations War Crimes Council

The UNWCC holds its second major trial since the end of WW2.

The trial concerns whether Nogrania’s NAF-BC-51 "Rabid" is a violation of Protocol VI on Prohibitions or Restrictions on the Use of Automatic Weaponry, of the Geneva Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious, Have Indiscriminate Effects, or Greatly Enable and Encourage the Pursuant of Armed Conflicts Between NationsToskesh is prosecuting, claiming that the use of the NAF-BC-51 "Rabid"  is a War Crime and that the offending nation should bear the appropriate repercussions for their development and continued use of said weapon.

The trial begins with opening arguments from both sides.

Judicating the trials are representatives from the Soviet Union, the United States, China, France, and Britain.

As with the last trial, a fist-fight breaks out almost immediately and the court bailiffs must physically break it up.  Once court resumes, both sides calmly present their cases.  Again, much like the last trial, a large portion of the debate concerns what exactly counts as an "activation" between semi-auto and full-auto.  Toskesh has brought in a number of similar weaponry to demonstrate for the court their argument, using a simple rubber band to explain the difference between full and semi automatic.  Nogrania decries this as an additional modification to the weapon, and the court begrudgingly accepts their objection.  Even despite this mis-step, Toskesh presents a rather moving case.

"...the resetting is caused by the weapon, not by the soldier firing it, making the reset irrelevant from a legal standpoint, as the conventions only consider input produced by human action," argues Chief Prosecutor Wizgrot.  "[It is] a single unidirectional movement completely different from the Wiktor´s multidirectional quarter revolutions."

Nogrania surprises everyone by claiming that the full-reset functionality actually enforces Article VI rather than circumventing it.  "A reset is required. Once the reset is done, activation is over and a new trigger pull, a new activation, is required to fire the weapon," points out Chief Defendant Mandemon.  "If user does not actively pull the trigger again, the weapon will cease its operation. The assisted reset does not fire the weapon...It can, therefore, be argued that assisted reset is in fact enforcing Article VI, rather than circumventing it."

As before, China and Russia side with Toskesh at the end of the trial.  The United States and Britain side with Nogrania, and France is once again the tie breaker.  “This is a ghost gun. This right here has the ability with a .280-caliber clip to disperse with 30 bullets within half a second. Thirty magazine clip in half a second," furiously spouts the French representative.  While rate of fire is not a deciding factor and most of what the French representative said was gibberish, the rest of the court agrees that the gun does fire very quickly.  Once the French representative has calmed down the court comes to its final decision.

“Building on the decision we've come to from the last court case regarding Protocol VI, France votes Aye – the Rabid is in violation of Protocol VI.  The nature of the Full-Reset function attempts to appear semi-automatic, but the fact remains that a consistent unidirectional pressure - the same thing required for a traditional full-auto - is all that is needed to continuously fire the Rabid.  The weapon resets itself and prepares the next round, and the fact that the trigger moves itself does not make it dissimilar from a fully automatic weapon which requires without moving the trigger.  The court reluctantly finds that the Half-Reset functionality is not in violation of Protocol VI, but the Rabid's ability to fire under Full-Reset makes the weapon a War Crime."

It was a close case, but ultimately the Rabid is found to be in violation of the Geneva Conventions.  The weapon has been branded [Illegal] and Nogrania will not be allowed to use it in the field this turn.  Starting this turn, the United Nations will withhold the 1 Ore and 1 Oil reparations it has been supplying Nogrania with for the duration of [2 turns], to account for the two turns of use.

Technological Developments

Nogrania has produced the NAF-MAB-52 "Condor" Airship this turn.  It is the first airship in Serouda, and if the Toskesh hadn't built a giant merchant ship a few months ago it would have been the largest thing ever built on the island.  It's essentially a cluster of hydrogen balloons held in shape by a duralumin (aluminum/copper alloy) frame.  It's skin is primarily fabric stretched over the duralumin skeleton, and numerous gondolas hang off the body.  A dedicated gondola is hung to both the port and starboard sides to attend to the total of six propellers, which propel the Condor at a leisurely pace through the sky.  A small gondola on the top acts as a potential mounting for several Wictor AA stations.  Another gondola sits at the bow to act as the bridge, and three additional gondolas on the belly act as cargo storage.  Lifeboats, parachutes, and tea stations are available for the crew in the event of an emergency or tea time.  Unfortunately, the Condor is unsuited for military action as the hydrogen balloons leak non-stop.  The entire airship is a giant fire hazard, and the sheer size means it's impossible to miss from the ground.  Theoretically the Condor could perform adequately at high altitude as a bomber, but high winds at these altitudes means a mission would likely be scrubbed if windspeed is too high.  However, it is ideal for carrying cargo and works as a fine TC...assuming no one aboard is a smoker.  It's prohibitively expensive and is a National Effort.  Most notably, the extra TC allows their Paradigm, Herald, Wallace Truck, and Whale to drop an expense level (when fully supplied with UN resources).

For their revision, Nogrania has performed a mounting refit for their Paradigm mobile artillery walker and their Herald-class Destroyer, allowing both to carry the Duke 4" artillery gun they built last turn.  There was some concern that the Paradigm might not take to the increased weight very well, but they were entirely unwarranted as there is no noticeable hit to its performance.

Nogrania's control of the Mountains goes uncontested this year, meaning they have generated +1 on their EDT this turn.

After the harrowing combat from the Spring, Ellis Green happily enjoys the calm in the Badlands this turn.  No push is made here, so Nogrania continues to hold the Badlands.

Combat in the Fjords

It's summer in the Fjords again, and the vegetation has dried up.  This is good news for both sides, though mostly for Nogrania.  The flatter ground means Toskesh's Qi-Chu's can move about between the hills unimpeded (especially since their skirts are now robust enough to keep from deflating) and perform "shoot and scoot" artillery barrages.  Nogrania's Paradigm artillery walkers with their new 4" guns can likewise move about freely, although much more slowly and with greater freedom.  Most notably, Nogrania's Hippo is now a National Effort due to the temporary reparations withholding, meaning they can afford to field only a single one in the Fjords this year.  Toskesh manages to knock it out of commission early on with a combination of Jin Na SMRL ambushes and a follow-up 'Huā zi' rocket barrages.  Curiously, the 'Huā zi' can't be used as frequently in the Fjords this year as an artillery piece, as the back-blast frequently and repeatedly sets the dry foliage on fire.  There's one case of a grass fire spreading wildly enough to reach a rocket dump, annihilating a Toskesh position.  From then on crews take care to douse the nearby ground with water before firing.

The Qi-Chu is able to avoid this problem thanks to the metal exhaust plating the 'Huā zi' mounting comes with, and their barrages are relatively unimpeded.  Toskesh infantry make good use of their small-arms advantage over Nogrania's soldiers, who are now forced to fall back on their Kotow rifles.  The older weapon isn't necessarily bad, but it's certainly less reliable and heavier than the Rabid or the Xi-52.  On Nogrania's side of the front line, their Herald-class destroyers make good use of their new 4" guns to hit further inland and provide off-shore support.  Nogrania certainly needs it now that their armor support is gone.  Without the Hippo (and the NMG mounts that come with it), Nogrania is severely out-gunned by Toskesh.  It comes as a surprise to no one that Toskesh has managed to push south and force Nogrania out of the Fjords, even with Nogrania's new and improved Duke mounted on the Paradigm and Herald.

Toskesh has pushed the frontline south and gained control of the Fjords Theatre! They will generate +1 point on their Economic Development Track for each turn they continue to hold it.




Combat in the Eastern Seas

The Eastern Sea is an interesting battle.  Nogrania's Herald-class Destroyer is now Very Expensive, and Toskesh has them out numbered since their Dogbite-class Destroyer is merely Expensive.  However, Nogrania has Toskesh out-gunned with artillery mountings twice the size of the Dogbite's meager 50 mm Sunrise cannons.  This means they have greater range, and they hit twice as hard when they do hit.  That being said, a Herald can only shoot so fast, and the Dogbite is no push-over.  The combat seems doomed to be stalemated, but…

Due to the actions of one man, the scales have tipped in Toskesh's favor and allowed them to make progress in the Eastern Seas.

Toskesh has pushed the frontline south and gained another section of the Eastern Sea Theatre! They may now apply their naval advantage to the entire Fjords Theatre - one more section and they may cut off Nogrania's Naval TC!  Toskesh has gained a War Hero: Commander Zhao De!



Olympics:
The 1952 Summer Olympics is held in Helsinki, Finland this year. 

Nogrania has entered Dylan Mcfinnigan, an Irishman carefully selected from the finest bars in Nogrania, chosen due to his many victorious bar fights.  With a mean Left Hook (scientifically proven to be the hardest hitting thing in Nogrania), most of his training involved teaching him how to fight fair and square and in accordance with official Olympic rules.  Naturally, he has been entered into the boxing competition.  Due to his large size (being build like a "brick shithouse"), he will be boxing in the Heavyweight circuit.

Representing Toskesh at the Olympics is Ernesto Davidson y García, a Filipino man.  Rescued from a destroyed ship being towed by a half-dead whale, his harpoon-throwing skills were quickly capitalized upon and he was bribed into participating in the Olympics for Toskesh.  In the little time available he is quickly trained in how to "properly" throw a javalin, rather than a harpoon.  Several other minor details are taken care of, such as officially making him a Toskesh citizen and replacing his blood with better blood

As it turns out, there is quite a difference between bar-brawling and Olympic boxing.  With Dylan Mcfinnigan entered into the Heavyweight boxing circuit, he's going up against the toughest, strongest, most well-trained boxers the world has to offer.  His first fight was against Tomislav Krizmanić, a Yugoslavic brute.  Surprising everyone, Mcfinnigan lasts far longer than anyone thought.  He managed to land a solid left hook in the first round, briefly putting Tomislav down on one knee, but by the end of the second round he'd been fatigued by the prolonged fight - barfights rarely lasted longer than a few quick punches and a broken barstool.  As soon as his guard sagged, Tomislav Krizmanić landed a quick right that put him down for the count.  If it was any consolation, Tomislav Krizmanić managed to last until his fourth match, meaning Mcfinnigan wasn't up against a push-over. 

Ernesto Davidson y García turns out to be an excellent choice for the Men's Javelin Throw.  With years of harpoon throwing under his belt and plenty of fresh blood pumped into his veins, he manages to succeed in the qualifying round (bumping out Vladimir Kuznetsov from the Soviet Union).  During the finals he managed to throw an average of 71.92 meters - a truly impressive amount, and just enough to put him in third place.  Having never participated in the Olympics before, our nation celebrates our first Olympic medal; Bronze, for Men's Javelin Throw.

With the 1952 Summer Olympics finished, Nogrania has conscripted Mcfinnigan into the military and put him to work.  Toskesh has attempted to do the same for Ernesto, only to find the Filipino sailor has disappeared with his crew, sailing away aboard a pirated Zìyóu-52 Merchant Vessel!  The High Council is understandably furious, and a bounty has been put out for the filthy deserter.  Despite his embarrassing disappearance, Ernesto has at least left behind his Olympic Bronze Medal, which means Toskesh has one and Nogrania does not. 

Other News:
Hugo Ballivian's government is overthrown by the Bolivian National Revolution, starting a period of agrarian reform, universal suffrage and the nationalisation of tin mines.  Dwight D. Well, I got revision idea since half-reset is not again treaty.

NAF-BC-51b "Rabid"
B variant of Rabid rifle is mechanically same as original version, except that the selector option for full reset has been removed. It is otherwise identical to Rabid. However, while we are doing this trivial change, we are also working on rail mounted optical sights to allow higher accuracy as well as optional bipod. Additional telescoping sights with 2x, 4x and 8x magnifications are also worked on.

Intended for rapid, high speed attacks in both shallow and ocean waters, it is lighlty armored but fairly heavily armed, carrying 3 torpedo tubes and 3 Wiktor machine guns. It's powered by 3 high power diesel engines, which gives it an enormous speed. A special hull shape, as well as the installation of additional rudders to the side of the main rudder, allow it to use the Lürssen effect to go faster while still being able to turn.

Right, now for some actual desing proposals:


NAF-LNMG-52 "Baguette"
Baguette is a light NMG meant to replace existing Wictor NMGs. It is based on NAF-BC-52 "Rabid", with longer barrel and lacking assisted reset. Main differences are that Baguette has two different firing system. When mounted on static mount, Baguette uses crank gun similar to Wictor. When used as a squad support weapon, it will mount a bipod and forward crank that can be used by left hand, making it easier to aim and fire from prone position.

NAF-UED-52 "Seal"
Seal is a simple 20'' by 21'' torpedo, armed with magnetic impact fuse. When underneath a ship, the magnetic field will cause torpedo explode beneath the keel of the ship, causing massive massive stress to the ship. Eqaully, direct impact works too. A gyroscope is used to maintain direct course with the torpedo.

NAF-AFW-52 "Salamander"
Salamander is light and small scout walker, designed for speed and mobility rather than direct combat. It is armed with a single NMG (Wictor or any later replacements) on a pintle mount, Salamanders main advances are in the speed. Salamander uses four wide clawed legs, allowing Salamander to operate in both uneven and swampy terrain. Salamander posses very light armor and open top to make the walker light and cheap to produce.

Future Design: NNF-SS-52 "Sea Scorpion" - A small submersible craft meant to destroy enemy ships and disrupt enemy trade routes. It is complemented by a crew of 54. On the weather deck of the submarine, there is a naval variant of the Duke artillery piece. Its displacement is 250 Long Tons fully loaded.

Design: NNF-UWM-52 "Sea Potato" - A large underwater mine that is anchored to the bottom and that floats up near the surface. It uses the pressure shift from passing ships to detonate.

Design: NAF-NMG-52 "Fury" - Based on the same principle as the original Wictor, as in it uses a crank as the primary firing mechanism. The crank does not depress the trigger, but instead catches on a latch on the bolt at a predetermined point on the crank wheel. As the gunner cranks the gun faster, the fire rate increases. At a specific fire rate, the bolt will skip the crank wheel and fire on its cyclical rate. The safety is the trigger. When the trigger is not depressed, a block on the trigger rests in a recessed groove on the wheel, preventing movement of the wheel. When the trigger is depressed, the block is removed, allowing free movement. The crank is designed to be smaller and lighter, making the overall weight lower. The water jacket is replaced with a finned metal barrel and barrel shroud, like the lewis gun, thus reducing overall weight even further. Sadly, due to the nature of air cooling, tea is not an option for this design.
