If we have Cobalt We can make engines easier, as alloys that contain cobalt make more powerful jet engines possible, among other things.  Titanium isn't that good its only structural equipment and the like, we can't say, use it to make a higher power engine right off the bat. At the very least, I think we should switch our resource use to Cobalt.

 I agree that we should do Cobalt, but I wouldn't mind Titanium or Aluminium either. However, I think that it's really important that we don't use our Research Credit yet. All we're doing is trying to do mainly is familiarize ourselves with the technology this turn, to make the difficulty drop. We'll need that Research credit next turn, when we're trying to get an as-bug-free-as-possible hovercraft onto the field.

I don't think this is the way to go, that is, I don't think a hover tank is a good idea at this moment at all really. Not if we want to get the tech down first.

Our artillery is currently only moved via skid. This is utterly horrible for mobility, and making it mobile would be of immense help. As such, here is a super bare bones hovercraft for it. To get the experience in hovercraftology as well as the turboshaft engine first, before we go for a proper hovertank.

(Post Design Note: There evictedSaint, are you happy with the fluffless bare bones design? As I'm not.)
QD-51 Amphibious Mobile Artillery
Similar to the Amphibious Battle Tank, this vehicle utilizes a cushion of air and fans to move around, all of which is powered by a turboshaft engine. This vehicle will also be capable of mounting a TOS-31 Fieldgun on a mounting allowing some rotation, bestowing once more the benefits of mobile artillery to our forces. That said, the vehicle is completely unarmored to save weight, the closest thing to this is a set of posts to let the crew run a tarp over it to keep the rain and snow out. The vehicle also features deployable braces for use in managing recoil, as well as basic railings to help keep things inside the hovercraft.

Hmmm while I agree with the withholding of the research credit for a more advanced hovertank in the next design as we are only in the experimental phase. However the titanium against cobalt debate is actually quite struggling for me; while titanium has many applicable uses and just generally one of the better metals and with its lightweight ratio will be very good armor and structure for our hovertanks which are designed and intended  to be mobile while armored. However cobalt will give us a great strength in creating those turboshafts, however my latent thinking is going towards titanium as it's a very flexible and powerful tool to be utilized.

Also I thinking getting a cushion of air, while improving the mobility of artillery is probably the logical idea. Than maybe we could utilize the research assistance next turn to get a hovertank while having previous knowledge on our barebones hover artillery.

If they're unarmed they can be used for transporting non-military personnel. If our soldiers board one, or one is used to tow artillery, or even just guns and/or ammo, it's illegal.
But ore and other civilian use? Perfectly acceptable.
And the restriction only applies to wheeled and tracked vehicles.

Alright so we have no transports for our units available to us... therefore i would think to go for the hover transport instead of the artillery or tank. I like the artillery and the tank so I think developing this hover transport first is key to our success. Also, having transport hovercrafft will quickly give us the ability to make massive amphibious strikes.

Xi-51 Qi-Chu (QCX-51) (51-Xíng Qìdiànchuán - Type 51 Hovercraft-Artillery)
The 51-Xíng Qìdiànchuán is, as the name suggests, an artillery piece mounted on an innovative platform to allow the Toskesh military offensive indirect fire, while complying with the Geneva convention and replacing the sled-moved horror that is current serving as it's main artillery. It accomplishes this by employing a novel method of locomotion, as it relies on two powerful turboshaft powered fans on the back of the vehicle for forwards motion and rests on a cushion of air contained by a thick, flexible rubber skirt, which allows the vehicle to travel over small obstructions without damage or take enemy fire without rendering the vehicle immobile. The rear fans are mounted to the sides and use ducting to allow them to perform both the inflation of the skirt and the propulsion of the craft by directing some of the air to the skirt, the rest of the air passing out of the back to push the craft forward. The fans can be turned to allow the vehicle to change direction. That said, the vehicle is open-topped to save weight, with the closest thing to armoring it has being the gun's gun plate, a set of posts to let the crew run a tarp over it to keep the rain and snow out and a raised, thin metal bulwark to offer limited cover and to prevent the crew from falling off the vehicle. The vehicle also features four deployable braces for use in managing recoil, as well as basic railings on top of the bulwark. On top of the vehicle there is slightly raised, circular platform which is free to rotate 360° on which the TOS-31 'Sunrise' Field Gun is mounted, allowing the operator to quickly lay the gun in the direction of enemy forces regardless of the vehicle's orientation. Ammunition for the field gun is kept in cases located in indentations in the platform, so they're safe from enemy fire as opposed to being in the open on top of the platform, and allowing people to move over them, saving space. The back of the vehicle features a ramp which can be lowered when the piece is stationary, to allow for quicker and easier mounting and dismounting. The vehicle is overall 9 meters long, 5 meters wide and 3.5 meters high, gun and all. To convert the vehicle into a transport (which takes minimum priority in it's design, should it prove too harmful to it's performance or take up too much time for whatever reason) such as a general truck or canvas-covered infantry transport, the central gun platform is taken out, leaving plenty of room for passengers, materials, ammunition, etc. and making the profile of the vehicle smaller by a meter - down to 2.5 meters.

Right, minor rename to my hovercraft artillery proposal (as well as minor edits too), and I might as well vote for a resource. I'll be brutally honest, of the three, I really don't care; Titanium would be better for armor but I believe cobalt is better for engines. So either or is good.

Ehh, any decent invention will be decades ahead of its Real Life time. There is almost nothing that we could build that would be useful which would also be Normal difficulty.

I say we just take out the armour and suchlike from the hover craft design to make it Hard difficulty.

Once we have a base of hover craft research and a working design then we can build battle ready stuff. Because at the moment we might need to just use a revision to give better rifles for infantry to hold the line for a couple of turns to bring out our hovercraft and walkers.

That's more or less what the QD-51 is? Just an engine, cushion, and gun, mostly. Get our artillery moving again as well as getting vital hovercraft experience.
