Qīngtíng (Dragonfly) Radio

The Dragonfly is a radio device formed by two transmitters and a modified Mk.4 Wireless Radio. The two transmitters emit continuously the aria “Lady Feng Pei agonizes in the backyard of her house with a kitchen knife buried on her belly the killer is cracking bad jokes with her drunk second cousin”. However, instead of doing it in a fixed wavelength, they each rapidly travel along an assigned part of the spectrum, needing as much as half second to get across one side to the other of their assigned area. This should ensure all the enemy communications are obscured by the weeping laments of a dying woman and untranslatable quips.

The transmitters, although combined they cover the whole spectrum with nonsense, leave a slim channel for communication with the modified Mk.4 radio. This small channel is the space the two transmitters leave between their respective bouncing ranges. The “bouncing range” of both transmitters abruptly adjusts every ten seconds, moving the clean channel to the left or the right of the spectrum.

The modified Mk.4 has a “Manual” (only useful when there are no jamming involved) and an “Automatic” mode. The “Automatic” mode allows the user to enter a waterproofed punctured cardboard in the machine. The cardboard changes the frequency at which the radio is transmitting or receiving automatically, at ten seconds intervals. Each cardboard is useful for fifteen minutes, at which point the machine reads it backwards and then again. That means, you cannot enter the “clean” channel for a spam of fifteen minutes, at which point you can put the cardboard backwards or forwards depending of it is o´clock (normal), quarter past (backward), half past (normal) and quarter to (backwards). It also allows a "Standby" mode where the cardboard goes through each hole on a ten second spam without the radio being activated, allowing it to be activated and instantly start transmitting without waiting for the next window of opportunity, but consuming less than if the radio was fully activated.

The modified Mk.4 if linked to the two transmitters, controls the bouncing range of them, adjusting it to the rhythm of the cardboard so each are next to the “clear” channel.

There are two models of Qīngtíng, Winged and Wingless. The Winged is intended for radio jamming, and can perform that function when the two transmitters are attached. It can either be deployed by infantry (one man carries the radio, another the duo of transmitters and another the pieces for the antenna) preferably in high places to maximize range with a medium assembling time of approximately 15 minutes or it can be fitted into a disarmed Immortal plane to act as a mobile jammer.

The Wingless variant consists only on the modified Mk. 4 radio with the Automatic, Manual and Stanby modes.

Piāoqiè guānsī Hexapod

The Piāoqiè guānsī is a shameless copy of the Nogranian Hippo, with only as few modifications as possible to adapt it to the capabilities of the industry. While we have had working examples of the Hippo a year ago, the risk of a malfunctioning design is too great. As such the only changes was to replace the Wiktor´s machine guns with Type-51b Páoxiāo de léi shēng RGL and use our own Sunrise cannon as the main turret weapon. As an afterthought, our engineers have welded bars and very short platforms in order to allow small numbers of troops and equipment ride on the chassis (we do not intend it to serve as a dedicated transport vehicle, but it might help our heavy weapons team carry their equipment and, if armor is insufficient, we might be able to tie sandbags on the sides as an emergency procedure).

There were talks of using the knowledge gained by the gas turbines of the Zìyóu-52 for making a better engine, but they were shoot down in favor of a simpler design that is less likely to blow up in our faces.

Hard Difficulty: 3

The Piāoqiè guānsī Hexapod is based primarily on the recovered hulks of Hippo Hexapod walkers recovered during successful assaults several years ago.  The conversions from Imperial to Metric and setting up production lines prove to be quite time-consuming, but we manage to save time by swapping out the Ironcaster with our Sunrise cannon.  The Wictor NMG's did not come with the Hexapod, sadly, as reverse-engineering those as well would have taken too much time.  Additional changes such as welded bars and short platforms was not included due to the expedited manufacturing rush.  Ultimately, it walks and turns and shoots just like a Hippo, which is all we could have really hoped for.  Much to our frustration, we were unable to reverse-engineer their tea-making technology and the Piāoqiè guānsī Hexapod does not feature tea-making stations.  Relying on copied plans makes our new Hexapod Complex. 7 Ore, 3 Oil. [COMPLEX].

It is now strategy phase.  Please don't forget to propose your athlete and their training regime.  Additionally, please present your prosecution for the Rabid for the UN War Crimes Council.

Right, if anyone has other UN arguments, let's hear them.
For attacking, we were more or less stalemating them last turn before even their hero bonus, and we made nothing usable. However, the Fjords has dried up this turn due to Summer, so our hovercraft can act as more than glorified troop carriers across the water.

The Rabid if it were a semi-auto rifle, would need a manually-activated trigger to be condoned as a semi-auto rifle. However, the user only needs to hold pressure on the trigger for the mechanisms of this device to fire multiple projectiles. By definition this weapon is an automatic, as only one human activation needs to be utilized. The rifle resets each bullet while the individual is holding the trigger, consecutively this is only activation on the human’s behalf.

The assistance of the mechanism is indeed only created to circumvent and exploit the UN accordance, and attempting to do so results that the Nogragian military isn’t obligating to Article VI, but rather they are trying to find a loophole, so that they can give their soldier’s automatic weaponry for destructive purposes. The assisted form of reset for this rifle, means that it can fire multiple projectiles and it does further helps the individual of allowing the rifle-carbine to go full-auto.

If this is a international court of justice and law, how can the committee bring to the fact that a civilization, is trying to instinctively create a means of evasions against the accordance that they created? However, it would of been less laudable if they actually made an attempt to have the Rabid in compliance to the article. The Nogranian’s are seeking to pursue their own interests and sadistic aggression, by believing they have any justification to this design, but by definition, the design is against the accordance. The Toskesh people see that the Nogranian are delusional in having any belief that this gun is justified.

With all our able bodied men fighting in the war or slaving away at the factories, our Olympic team was struggling to find a someone moderately skilled to send to compete under our flag. The dragons favored us when that whale became stranded in the Fjords, with an unexpected object attached. A barbed harpoon pierced the back of the whale, linked to a battered ship by thick rope and metal chains. The ship was full of foreigners and hoisted a colorful flag.

Through an interpreter from the Philippine Embassy and the offer of strong liquor, we managed to communicate with the crew. They said that they were soldiers from another war, left to the whim of the sea when their engines were destroyed in battle. While they had enough water for months, boh food and “ram” were running out. Fortunately, their captain,  an old sea dog with arms the size of small trees and one eye less than normal,  had been a whale hunter before enlisting and managed to mortally wound a cetacean who passed near the ship during a storm. The beast knew it was dead and used its last strengths to join with the skeletons of its relatives in the whale cemeteries of the Fjords coast.

Fortunately, the Minister of Health and Sport was on holiday near the are and saw an opportunity there. He offered the captain thirty barrels of “ram”, whatever that was, food and housing for his crew if he just decided to train and participate in a “friendly sports competition”. Ernesto, who was quite drunk at that precise moment, signed his application for the Olympic Games without reading it, and was promptly carried to the nearest Intensive Training Center, for extensive preparation for the javelin throwing event.

While at first the intern was uncooperative and threatened to make the physicians “walk over the plank”, he was more or less subdued and agreed for a primary medical examination when promised some Baiju, although he keep whining about how “real alcohol is watered down”. Ernesto, while in his early forties, is still a prime candidate for the podium. He has the muscle of a life of hard work at a ship, excellent balance and enough strength to throw harpoons who are designed to be fired with a harpoon cannon. While his eye, or lack of it, presented some concern among the staff, it seems it doesn´t affect his accuracy.

However, our athlete is severely lacking on the technical aspects of javelin throwing, because of having no formal training. As such, we have opted to to cram into him all the rules and regulations imposed by the Olympic technique, as well as working on his sprints and throwing technique. While the Olympic javelin is new to him, he had no problem in adapting after a few throws and his bad habits are mostly gone.

However, even if the specimen involved is top notch, training time is both our most precious and scarce resource. But we might have some solution around that. While cheating at the Olympics is clearly below us,blood transfusions from compatible sources (like universal donors among those of the recent Nogranian conspiracy) would reduce the overall level of fatigue Ernesto experiences by improving oxygen flow in his body. This would make us able to intensify the training, making better use of the little time we have to prepare. I leave to the People´s Sports Committee to decide if we are going to implement this last part of the training.

War Heroes: After some discussion and examining balance, I've decided to tweak the rules regarding Heroes.  The chance to pop a hero will now occur any time there's a tie.  This chance is weighted in favor of whichever side has fewer heroes and/or is pressing the assault in that theatre.  The exact weighting mechanism will be hidden, but it should help keep one side from getting lucky and stockpiling a supply of heroes.  Additionally, multiple heroes can be stationed in a single theatre, but with diminishing returns.  I would like to remind players that Heroes are squishy, and their bonus is very modest.

The United Nations War Crimes Council

The UNWCC holds its second major trial since the end of WW2.

The trial concerns whether Nogrania’s NAF-BC-51 "Rabid" is a violation of Protocol VI on Prohibitions or Restrictions on the Use of Automatic Weaponry, of the Geneva Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious, Have Indiscriminate Effects, or Greatly Enable and Encourage the Pursuant of Armed Conflicts Between NationsToskesh is prosecuting, claiming that the use of the NAF-BC-51 "Rabid"  is a War Crime and that the offending nation should bear the appropriate repercussions for their development and continued use of said weapon.

Judicating the trials are representatives from the Soviet Union, the United States, China, France, and Britain.

As with the last trial, a fist-fight breaks out almost immediately and the court bailiffs must physically break it up.  Once court resumes, both sides calmly present their cases.  Again, much like the last trial, a large portion of the debate concerns what exactly counts as an "activation" between semi-auto and full-auto.  Toskesh has brought in a number of similar weaponry to demonstrate for the court their argument, using a simple rubber band to explain the difference between full and semi automatic.  Nogrania decries this as an additional modification to the weapon, and the court begrudgingly accepts their objection.  Even despite this mis-step, Toskesh presents a rather moving case.

"...the resetting is caused by the weapon, not by the soldier firing it, making the reset irrelevant from a legal standpoint, as the conventions only consider input produced by human action," argues Chief Prosecutor Wizgrot.  "[It is] a single unidirectional movement completely different from the Wiktor´s multidirectional quarter revolutions."

Nogrania surprises everyone by claiming that the full-reset functionality actually enforces Article VI rather than circumventing it.  "A reset is required. Once the reset is done, activation is over and a new trigger pull, a new activation, is required to fire the weapon," points out Chief Defendant Mandemon.  "If user does not actively pull the trigger again, the weapon will cease its operation. The assisted reset does not fire the weapon...It can, therefore, be argued that assisted reset is in fact enforcing Article VI, rather than circumventing it."

As before, China and Russia side with Toskesh at the end of the trial.  The United States and Britain side with Nogrania, and France is once again the tie breaker.  “This is a ghost gun. This right here has the ability with a .280-caliber clip to disperse with 30 bullets within half a second. Thirty magazine clip in half a second," furiously spouts the French representative.  While rate of fire is not a deciding factor and most of what the French representative said was gibberish, the rest of the court agrees that the gun does fire very quickly.  Once the French representative has calmed down the court comes to its final decision.

“Building on the decision we've come to from the last court case regarding Protocol VI, France votes Aye – the Rabid is in violation of Protocol VI.  The nature of the Full-Reset function attempts to appear semi-automatic, but the fact remains that a consistent unidirectional pressure - the same thing required for a traditional full-auto - is all that is needed to continuously fire the Rabid.  The weapon resets itself and prepares the next round, and the fact that the trigger moves itself does not make it dissimilar from a fully automatic weapon which requires without moving the trigger.  The court reluctantly finds that the Half-Reset functionality is not in violation of Protocol VI, but the Rabid's ability to fire under Full-Reset makes the weapon a War Crime."

It was a close case, but ultimately the Rabid is found to be in violation of the Geneva Conventions.  The weapon has been branded [Illegal] and Nogrania will not be allowed to use it in the field this turn.  Starting this turn, the United Nations will withhold the 1 Ore and 1 Oil reparations it has been supplying Nogrania with for the duration of [2 turns], to account for the two turns of use.

Technological Developments

Nogrania has produced the NAF-MAB-52 "Condor" Airship this turn.  It is the first airship in Serouda, and if the Toskesh hadn't built a giant merchant ship a few months ago it would have been the largest thing ever built on the island.  It's essentially a cluster of hydrogen balloons held in shape by a duralumin (aluminum/copper alloy) frame.  It's skin is primarily fabric stretched over the duralumin skeleton, and numerous gondolas hang off the body.  A dedicated gondola is hung to both the port and starboard sides to attend to the total of six propellers, which propel the Condor at a leisurely pace through the sky.  A small gondola on the top acts as a potential mounting for several Wictor AA stations.  Another gondola sits at the bow to act as the bridge, and three additional gondolas on the belly act as cargo storage.  Lifeboats, parachutes, and tea stations are available for the crew in the event of an emergency or tea time.  Unfortunately, the Condor is unsuited for military action as the hydrogen balloons leak non-stop.  The entire airship is a giant fire hazard, and the sheer size means it's impossible to miss from the ground.  Theoretically the Condor could perform adequately at high altitude as a bomber, but high winds at these altitudes means a mission would likely be scrubbed if windspeed is too high.  However, it is ideal for carrying cargo and works as a fine TC...assuming no one aboard is a smoker.  It's prohibitively expensive and is a National Effort.  Most notably, the extra TC allows their Paradigm, Herald, Wallace Truck, and Whale to drop an expense level (when fully supplied with UN resources).

For their revision, Nogrania has performed a mounting refit for their Paradigm mobile artillery walker and their Herald-class Destroyer, allowing both to carry the Duke 4" artillery gun they built last turn.  There was some concern that the Paradigm might not take to the increased weight very well, but they were entirely unwarranted as there is no noticeable hit to its performance.

Toskesh has spent their design and revision this year on developing two new, super-secret projects.  The only information discernible are the names Project Jùjué and Project Zhīshì.  Nothing else is known about these projects at this time.
