Jotting down ideas for ORACLE-DELPHI (for next turn). This is a first draft, so I'd appreciate feedback/suggestions.

Anyway, time for an upgrade. Obviously we aren't going to throw away the original ORACLE, as, uh, that would probably constitute murder at this point. Instead, we will gradually extend ORACLE with new technology, then- if ORACLE says we can- retire the obsolete hardware, once all relevant data has been transferred. What? No, you're crazy for not treating ORACLE like your superior.

ORACLE-A was a computer years ahead of its time. ORACLE-DELPHI is not. ORACLE-DELPHI transcends mundane computing technology. This new paradigm uses knowledge gleaned from our work with the human nervous system (eg CAT & Neurogel), some of the more physics-defying aspects of Magmatite energy transfer, and all our work with computers over the years. The building block of DELPHI is MARBLE- Magmatite Augmented Reliable Bio-Logic Electronics- microchip-equivalents made of a special DUC-produced material with embedded Magmatite circuitry.
MARBLE has three main innovations.
   -> First, it utilises quantum-desynchronised Magmatite to enable "true parallel processing", in which multiple processes can be run on a single chip simultaneously. This is achieved by having the circuitry of the chip operating on several quantum levels, which are desynchronised from each other so that they do not interfere (so a circuit can be both on and off at the same time, with the different states overlapping but not 'touching').
   The amount of levels that can be used at once depends on multiple factors, and ranges from merely 2 to 101. The speed of a MARBLE chip, then, is between 2 and 101 times that of an equivalent mundane chip. And by "mundane chip", I mean a mundane chip by Merethine standards, which at this point are probably an order of magnitude better than those used elsewhere.
   -> Second, related to the first, it can employ "paradoxical logic". This enables the calculating and solving of paradoxical problems; "This statement is false" will not phase ORACLE-DELPHI in the slightest. Notably, this is not only useful for preventing an Aratamite saboteur from crashing ORACLE using word tricks- it also opens up a whole new branch of mathematics (and thus programming techniques). Just imagine the sort of equations you could create if "1=0" was no longer an insurmountable issue.
   The way this works is fairly simple; any time a contradiction would occur (eg 1=0), the process is split onto two levels, each considering one of the two possibilities (one continues with "1" and the other continues with "0"). Unlike with the true parallel processing above, however, the levels are not totally desynchronised (they are distinct, but still 'touching'). This results in a signal that has two states simultaneously. While the human mind and regular computers cannot comprehend such a thing, MARBLE chips see no issue, and can continue to calculate using the multi-state signal.
   -> Third, MARBLE chips 'learn'. Chips will rearrange themselves (not physically, but manipulating connections between circuits) to suit the task they are given, so consistent use will see them adapt to their role. This process is automatic, and somewhat trial-and-error based; chips make minor random changes, and based on whether they got faster or slower will either keep or reverse the changes. Trials have already seen chips adapt in ways we never even thought possible; entire sections of circuitry left disconnected from the rest, yet the chip slows down if they are removed. Let's not ask too many questions.

Not only the chips of DELPHI are enhanced, of course.  I won't go into specifics, but suffice it to say that every component has had at the very least a substantial upgrade, if not a complete overhaul. Crucially, everything is modular, allowing us to add components to ORACLE-DELPHI as needed. ORACLE-DELPHI's mainframe will be housed in an expanded wing of MAGMA, replete with its own dedicated ICE pipeline and ICE reservoirs, backup generators and Magmagel battery banks, and an appropriate level of security for the most important entity in Mereth.

This is all well cool, of course, but military brass likes to see 'practical results', and tend to glaze over when discussing computer technology in detail. Fortunately, ORACLE-DELPHI has many practical results.
The flagship feature of ORACLE, enemy activity predictions, is now no longer confined to selected areas. While its capacity for prediction is not infinite, and some choices as to use will still need to be made, all major battles will have access to detailed ORACLE reports, and strategic analysis will be available for every front. In addition, ORACLE can now determine the outcome of hypothetical situations- letting us test out battle plans ahead of time.
ORACLE-DELPHI is also capable of managing other aspects of military operations, from mundane troop movements to the logistics of bootlaces. It will do this more effectively than humans, of course. Never again will the Shoelace Shortage Setback be repeated.
Furthermore, ORACLE-DELPHI will be empowered with integration into RAILSTATION/WARTHOG networks, allowing it to assume direct control over battlefield combat.
The myriad of uses for ORACLE's processing power will continue to be supported, and indeed made easier thanks to the system that takes numerous "Networks" and "Interconnects" them, commonly known as the Netinter. Where previously ORACLE nodes were a bit of a hackjob, retrofitted to work with ORACLE's mainframe, ORACLE-DELPHI is designed with them in mind.

Finally, ORACLE-DELPHI can be linked to SERFs/HAUNTERs. It is not expected to be capable of actually operating them yet- human brains have had millions of years to adapt to bipedal locomotion- but in principle, DELPHI's upgrades provide enough processing power and bandwidth for this to work.

Strategic Proposal: We Don't Need A Navy When We Have Aerial Superiority:

Our most cunning bureaucrats have been working on this one for a while. Over the past few years we've been submitting information requests about our navy, specifically just how much is being wasted on it. The answer is a not insignificant amount of money. True enough over the last few years the funds allocated to the navy have been declining, but there's still some money being used to maintain some ships and keep some useful folks paid, but the fact is, the navy is useless to us, and in fact, it's completely obsolete. Now it's time for the killing blow.

Through careful manipulation we've ensured our admiral earns a salary that puts him below the poverty line. We've now convinced a family member of his loyal to our cause to petition that he be reassigned. He has now been transferred to the DUC as a test subject, and makes twice as much money, enough to justify the transfer. For whatever reason he seems unhappy about his financial windfall, but that's okay because now we can petition the military courts for dissolution of an inactive agency on the grounds that the agency does not possess sufficient workers to continue functioning. The navy doesn't have an admiral. Therefore it cannot continue functioning.

In a few weeks, we will no longer have a military navy. A few oil transport ships, yes, but we've reassigned those to the Resource Operations Management Center. So no military navy. The old warships will be disassembled and sold for scrap. The DUC will gain several new test subjects. Money will be saved. We've already gotten a statement from the Chief Accountant that we deserve a budget increase but the neccessary funds aren't present. Thanks to our removal of the navy the funds are present now. Take advantage of that form and voila. We now have a solid chunk of additional dough. Not that much, but enough to make it worth it... that, and we've removed our navy from existence.

Because we don't need crappy warships. We have airplanes (and space planes). With extremely long range. A bit of light work and we can create instant icebergs to use as refueling stations. Bureaucratic mission: complete!

Revision: Shard TALON
(Hard) (3+4)-1=6: Above Average

Through a series of very lucky discoveries involving your standard quantity of explosions to be expected for the fare, we've discovered that Magmatite contains naturally-occurring quantum bonding. Normally at a scale far too minor to be noticeable, but through the power of painstakingly-careful growing of individual Magmatite crystals in labs SCIENCE we've succesfully weaponized this.
When the growth of an artificial Magmatite crystal is very carefully managed with a whole lot of measuring equipment and educated approximations, we can provoke the creation of quantum bonds (the theoretical scientists yell at us when we say "quantum bonds" but saying it doesn't cause anything to explode so we're good) between different discrete crystals. Said bonds allow the sharing of charge between these crystals. Allowing for completely wireless energy "transmission". Great!

The first use of this is in the Shard TALON, a modification of the regular TALON cannon to benefit from the phenomenon. Crystals with multiple bonds to other crystals are set up in a tree formation, with a head/firing crystal linked to two charge crystals, each of which is linked to two additional charge crystals. Combined with liberal use of heat insulation and physical separation, we have a significantly safer weapon that does not have the tendency to explode itself with prejudice! It doesn't use magmagel due to the changes which does in theory mean a lower charging time, but as each charge crystal can be simultaneously charged (as long as you're careful) the effective rate of charge across the entire weapon remains the same.
In effect, the Shard TALON acts a lot like a regular TALON. Except it's a bit lighter, and doesn't have an exposed cooling system nor does it disastrously explode when damaged. Sufficient damage can still cause a weapon malfunction, but malfunction at most will destroy the head crystal. This will render the weapon very very permanently inoperable, but it will not render the gunner dead. Which is probably an improvement, as long as you don't listen to accounting.

Speaking of costs, the Shard TALON is... impractical.
Okay, okay. It's "completely useless" at current costs. The advancement in theory it represents is astounding, but it's too impractical expense-wise to be even represent in the traditional expense figures. A single Shard TALON requires 7 crystals be sequentially grown extraordinarily slowly in a very expensive lab environment. As we (currently?) cannot change the organization of the bonds once the crystals are created, any damage to one crystal means the weapon is permanently less that crystal and any linked under it. Furthermore, lab-grown crystals are quite brittle. They won't shatter at a brief touch, but regular wear-and-tear combined with the irreplaceable nature of them makes the weapon, again, impractical.

We will not be deploying the Shard TALON unless the Design Division is really insistent to the contrary. Command in the military is excited about further weaponization of quantum mechanics, though. We've told them that our lasers already weaponize quantum mechanics, but they don't seem to care unless they get to say "quantum bonds" so we're just going with it.
It will not be included in our design lists because we're told that they're running out of forests to cut down for the creation of the extreme amounts of paper required to maintain the design list documentation. Or something. But rest assured, the knowledge has been written down somewhere by an unpaid underpaid intern.

Due to being the first ones to arrive on the Moon, and successfully setting up bases, we of Mereth formally declare Lunar Space our own. For those looking to set-up their own outposts, please see our diplomatic department. We may help you get set up with an alliance.

Please note that Weapons of any type are forbidden by Lunar Law. Breaking this law is grounds for retaliation. Likewise, transport of materials from the moon back to earth is extremely limited, due to our currently ongoing war and the ones going on around the world. All materials, as well as incoming and outgoing vessels, will be looked over for contraband.

As much as we'd like to expand Humanity into the next frontier, our war with Aratam prevents our goodwill. Thank you and godspeed. If you have complaints, direct them to our diplomatic department and government.

Please note that the interuption of shipping and transport between the Moon and Mereth is also grounds for self-defense. Mereth will retaliate against such unprovoked attacks to defend our rights as a sovereign nation.

Scientists from around the world will now have the opportunity to study another world up close! Walk across the Moon! Sample its sediments! Chart its geography! Study the effects of low gravity on any number of processes!
The Merethine Organisation for Orbital Neutrality has decreed that the Moon should not be contaminated by war, but must be the shared domain of science. To further this goal, the Merethine Space Force has set aside resources for a dedicated International Science Shuttle, the sole purpose of which is to transport scientists and their experiments to the Moon and back. This service is offered FREE* to scientists approved by MOON (terms and conditions apply).

*Capitals for emphasis. Not an acronym.


In the interest of improving our international reputation, we will provide a small number of free trips to the Moon to international scientists (not enough to seriously impact our budget- probably just a single Starknight (the ISS)). The basic conditions are that all applicants must have only peaceful intentions, must not be from a nation actively hostile towards Mereth, and must make the results of their research public.



We can do both this and a normal intrigue action. Since using Earth Ear (or GASOLINE, based on the results, which mention it being illegal to use near MAGMA- which given that MAGMA was dug using Earth-Ear assistance, seems wrong) didn't work out so well, it seems worth a shot doing Powder's GATE-utilising investigation instead. If there are psychics present, or other Dimension-N-affecting things, that'd be worth knowing about. If there aren't, then they probably won't notice us looking, so no harm done.

We can either do nothing, or try to disable it for Aratamite military use ( it is their only way to get stuff into space. Stuff like their orbital platforms.

Destroying it should be reasonably easy and safe, but we would destroy an internationally prestigious and valuable asset, since everyone has civilian access to it. Furthermore, we have a decent likelyhood of shovering a wide belt around the world with huge chunks of debris at high velocity. Not a move that would make us popular I suspect.

Boarding it means using the greater plentitude of space assets we just gained this turn to land SPACEMARINES on ANGEL station. Harder to do, possibly opens a new front in the war, but it gives us a chance to selectively disable it ( as in only stopping Aratamite military payloads) while preserving the structure and international civilian shipping.

We could do nothing either because we don't want to damage it (it is certainly a pretty cool project) or because we see no benefit, or to give us more time to spin it positively from a PR perspective ( although waffles seems to insist that this is not  apolitics arms race... but what does he know?)


Personally, I am not sure of what to pick.

Regarding the 2 other things: On GATE invetsigation, I lack a better idea.

on the moon, outright claiming it whole seems... somewhat hostile to the rest of the world.

Cybernization Experiment
Put simply, a look into transmitting a human's brain signals to order around a  basic digital body program, and then sending that digital body into N-Space through the Datalinks with the human controlling it. Look into why the Datalinks burn out when looking at by Aratam, can a digital avatar travel into N-Space to become real there? We can have our Haunter record the experiment and see if it works.
Set up requires one sensitive to stabilize the space(as usual), a Haunter(to be sacrificed to record N-Space), and one sensitive with the CAT to order the basic digital body around.(sending it through a Datalink into N-Space itself, and perform basic movement actions while there, before returning through the Datalink.) Additionally, we will attempt to send the Haunter through a Datalink afterward once the subject has retrieved the basic body program and disconnected, with lots of storage space prepared on a server in the room at the other end of the Datalink.



An experiment to see where the lines between virtual, digital, and reality exists.

As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.
