This is why I was so surprised when you said we could do multiple decisions.

Tbh I thought this was going to be a mostly spamkingdom style game where we're all reacting to events cyoa style, and even that seemed like a massive undertaking to me with so many players. Ballooning it out into an even bigger game was a move that I did not expect.

So we 'can' do provincial improvements, but by spending only one token category on them.
Can we spend 'none' but specify the token category in making such an event occur?

Like "Wealth into [this themed event]"?

You can try to have an event occur without spending tokens (but spending tokens boosts the end result of the roll, so it's recommended). And the decisions are less provincial and more directed as specific things.
