The bureaucracy will basically HAVE to stop sending us extreme numbers of people after we burn them all once or twice, forcibly ensuring safety and sanity in our spire for, well, a little time, anyways.
So, you're not too familiar with bureaucracy, huh?

Anyway. Okay. No cryonics. Fine. I mean, I went out of my way to inflate the negatives so it wouldn't make the game too easy, but whatever, you're the GM.
Reform: Project Save a Horse, Eat the Poor
A new design of nutrient paste fabricators has been refitted to process human corpses. They now produce an amount of food proportional to your equilibrium population, with some hard cap per-fabricator for the GM to decide on. Now the population crisis will solve the food crisis for you.

Eating the poor is also no way to go. Again, I'm pretty sure the nation in game has laws against that.

I wish to clarify that we're not yet making them dead, simply eating them after they die at the natural rate. But also, Ghazkull previously implied this would be doable.

See, the problem with recycling the already dead is that it doesn't impact our current population numbers. Which means it's practically useless.

Not at all useless; it means we produce more food. Which just means that someone now needs to go ahead and ultrapack the slums.

More food, from what spire block? We don't have any blocks built that would benefit and improving our actual farms would be more beneficial anyway.

I'm going for quasirealism here - I would hope that Ghazkull wouldn't let us just improve farms indefinitely without some narrative justification, since farms have some very real efficiency limitations built in.

we can go for stacked hydroponics, genetically modified crops, artificial lighting, fish tanks to recycle waste. there are many ways to boost production.

Let's build a new hab on level 3, we will need a few horizontally placed to power the factories.

Also we need a middle class lifestyle house but that ship has sailed.

No we don't, I asked this question remember?:

Also, for the Factory Block, it says that it needs access to 5 Hab Blocks, but define 'access', do you mean directly adjacent? Or merely connected, like how Arcologies can sort of do for purposes of being considered at the top?
(Do Factories connect to each other for these purposes too? Like say, Level 1: Factory, Level 2: Another Factory, Level 3+: Giant pole of Habs; would that be ok?)

Yes to all of those. As in merely connected.

As such, they merely need to touch our giant pole of habs.

Oops, got lost in my planning fury, I am sure my placing that hab wont destroy us, the workers already started...

EDIT:OK. This is a mess of a post. One that evolved as I saw more and more of the futility of trying to accomplish some of our issues. Try to bear with it.

Right, we can do two build actions each, unless you did a reform of course. Either way, I shall do my two (There will be 5 left in total after me). I propose at least one more farm and then building up the giant Hab pole... But from the looks of things, we're getting buried No Matter What. Not even if we keep the Overcrowded Habs and if we stuck the farms on top of the pole too.

Ghazkull, how durable is the Maintenance Access Facility? Will the entire thing collapse if part of it gets crushed? Either way, building high enough to keep High Society happy is not possible, anything you lot think we can do to stop the High Bureacracy from sending so many refugees our way? In the meantime.... Hopefully the base of our tower isn't crushed by the horde of slums that will come upon us.

Let me repeat: Satisfactory housing and food for everyone and pleasing High Society is not possible. Maybe we could've done extremely fancy build olympics and just barely make it. Maybe. But as things have progressed, it's not possible as of the moment. We should prepare for collapses I say, and try to not crush our farms.

Ghazkull, can we set up a Flare Stack say, right under the Arcology and just burn anything that tries to get built there without our say so? If we can, we really should do that. Would solve a lot of stress that way.

Do we have any actions left?

If so, somebody please post a decree that anyone attempting to unlawfully construct any sort of slum-like building.

And then build flare stacks at the bottom.

I hate to do it, but it's that or risking a complete (Though slow) loss of the Spire. We get it under control now, and things can get better.

All 4 reforms are accounted for, Agricologies, Comfortable Habs, High Density Farms, and the Panopticon thing.

We have only used 3 out of our 10 build actions. Depending on Ghazkull's answer to my Flare Stack question, I will propose saving that for last.

Maintenance Hub is pretty durable, however, if a spire of slums were to collapse, it causes a massive chain reaction which might crush part of the maintenance facility. The rest remains standing but unusable. In other words you end up with a Ruined Hub which in short doesn't work anymore and will be ironically hijacked by slum-dwellers if it is not repaired.

Generally you can of course burn down slums to your hearts delight. One caveat. Imagine starting to burn a million people for gentrification. Just imagine it for a moment, what the reactions of those people who survived it would be.

Having that picture in mind look at your current security forces.

That aside, completely possible and viable.
