Welp. The Arcology is going to have to share the top of the spire with some slums...
Hopefully they aren't too upset with us at that..

Kashyyk, could you possibly be so kind as to change your action? We do not need another farm, and we CERTAINLY don't want it there.

That or we could just assume people are going to start to show up just to destroy everything.

Having a surplus of food... is probably going to encourage even more refugees to come to the spire.

Oh boy. That'll be !!FUN!!

+1

At this point it would actually hurt us to build that farm there. Because that means that a slum will be added to the third level, pissing off our aristocracy. Plus, all the food we get from that second farm will literally rot away because one farm feeds the entire population for this turn, so a second farm right now is wasteful.

You know, there is one thing that we've all appeared to have forgotten: Naming the Spire!

Thankfully for you guys, I'm drawing an utter blank here. So I leave it to you.

The initial wave of refugees numbers well over one-hundred thousand destitute refugees fleeing from he far reaches of space

I read that in the OP and figured we needed multiple farms. We can just raise the Arcology up next turn and then start demolishing slums and replacing them with habs as we go.

We don't need another farm, not yet. Please just replace that with a Hab underneath the existing farm.

At the end of this turn we will have 110K people. One farm feeds 100k people. So while having another farm would feed those extra 10k it would waste 90k worth of food and piss off the elites. Arguably pleasing those elites would give us more than those 10k slum people will.

Can I change my action to putting my H in the center column instead of on the side? That would fix the Kashyyk problem by moving us up to level 4.

Immigrants: 100k

High Bureaucracy: -
High Society: ensure that the Arcology is the highest place in the Hive

One farm will feed all our immigrants. The Arcology is self sufficient in terms of food.

Another Hab under the Arc will guarantee the High Society is happy.

First Cycle
High Society Issue Fulfilled!

Somehow you have managed to house one-hundred thousand people on a whim. True most live in slums but they have a roof above their heads and food in their bellies.
You even managed to appease the High Society. WIth their cooperation you should have a far easier time adapting to the ever increasing challenges ahead of you.

The Bureaucrats in the meantime have informed you that due to your good work you will recieve a bigger part of the refugee wave. Another two hundred thousand are coming your way.

As the Council of the Spire simply collectively facepalms, they begin work on several reforms to somehow deal with the masses flooding into the fledgling hive city.

First and foremost a redesign of hab-blocks to allow for massively increased density. Now twenty thousand people can dwell in these redesigned habs.
In such high density population centers, the next issue is food. The Answer is Nutrition Paste Fabricators. These basically recycle all human waste into a tastless, undefinable mess which contains all the nutrients needed for the average hab inhabitant.

On the plus side it doesn't need any sun...on the minus side, its pretty aweful.

Finally in the interest of population management, it has been decided to allow Arcologies to be refurbished on short notice into Hab-Blocks to avoid uncontrolled slum proliferation. This will piss off your Upper Class.

Speaking of Classes, with the arrival of someone not dwelling in slums or in the paradisic arcologies, a middle class has appeared.

While the Upper Class if satisfied will help you with extra social reforms, monetary bonuses and various other goodies, the middle class will provide bonuses to keeping the damn hive running, avoiding riots or helps automatically clean out problems which you couldn't solve in time.

The Middle Class being mostly consisting of Engineers and Security Personnel also have entirely different interests from the Upper Class. While the Nobles want to ensure that their position is maintained, the Middle Class is first and foremost interested in security.

In any case, the High Society approaches you and demands that those slums be beaten back. By the End of this Cycle no slums may be closer than two levels apart from any one Arcology, and of course Arcologies have to stay the highest point in the Hive Spire. (meaning if an arcology is on level 4, the closest slum is allowed to be on level 2)

The Middle Class in the meantime has no demands yet.

With the Habitability upgrade many people abandon the new Slums!

Unlocked Arcology Downgrading
Unlocked Nutrient Paste Fabricators
Unlocked Cramped Hab-Blocks
Unlocked Abandoned Slums
Satisfying the High Society has increased Your Reform Allowance to 4

Reform: Invention of a new structure, a "Temporary Living Space"---a module capable of bunking many thousands of people on short notice, but having disadvantages if they continue to live there. This cheap module will allow us breathing room as many tens of thousands of refugees flood into the Arcology. They will temporarily be housed in one of these cramped modules, before being moved to better housing structures.

Should I include something about changing these things into Hab blocks later?

AND REMEMBER!!!!!!!
Arcologies *feed themselves*. We ONLY NEED ONE MORE FARM.

Heat Investigation: Safety Teams have been sent through the Spire, investigating heat and fire risks to analyze what dangers we face and how we can prevent them.
