Sure we can build it higher.

Make a hab block (H), then a second hab block on top of that then the farm (F) on top of that.

_FA__
_HA__

I propose we build like this.

Presumably 6 slums will grow around the base.

Action: Heat Generation Study

Lets figure out exactly how much heat is generated where and why so we can plan ways to redirect it.

Can't do that.

Nobility wants to on top.
My suggestion is to build 1 Hab underground, 1 normally, and the farm on top of that.

Oh, and our 3 Actions are already accounted for. Only build orders are open.

We only get three Reforms (non-build actions) per turn. You gotta build.

I want to add, and ask Ghazkull to clarify, that, regarding building below existing buildings, I wasn't envisioning "underground" so much as "hauling the existing buildings upward a level with some kind of skycrane to shove something underneath". The whole limited-2d-space building-stacking mechanic put me in mind of games that work that way, I guess. I mean, I know it sounds totally bizarre when I say it without that context.

Proposal: The Lean-To

Level 2: FH___
Level 1: HHAH_

I believe this to be the optimal build pattern given that we can only build 5 blocks. Building a lot of Arcologies now will put a serious drain on our resources for later builds. Plus this structure also prevents the slums from being too close to the farm. Alternatively, if we want to invest in an Arcology for the elites now we could go for:

Proposal: Pythagoras
Level 3: A____
Level 2: FH___
Level 1: HHA__

This gives them a really tall location while ensuring the farm is never blocked off from sunlight (because its on the outer edge).

Don't know if I'd be too sure that the "clusterfuck of human civilization" is only one story tall.

I put it on the third story, not the first.

Wait wait, I know the answer.

Just build arcologies and let the others starve to death.

I am a genius.

okay for clarification,

when i meant building below i meant exactly what you had in mind Maximum Spin, thats where the danger comes in, they literall hoist the entire block up by building below it. Underground building is not a thing alas., the point is going up...not down.

Robosons Pythagoras proposal would indeed work. The farm on the outside would get enough sunlight.

As for the heating problem with the farms. What i had in mind was indeed mushrooms, yeast and similiar things. Basically producing nutrient pastes. The farm in that case would be less of an actual farm and more of some industrial food production facility. Whereas the light getting one is an actual agri-complex.

Warning ahead of time:
In the spirit of completely unorganized, chaotic and inefficient bureaucracy, i will take bolded actions in the order they are posted, regardless if they make sense. So you might want to edit out those you don't want to happen.

It's basically your engineers and construction workers going "eh...he probably knows what hes on about, so lets just build it that way...even if it doesnt make sense"

As for hab blocks versus slums: hab blocks generate less heat, they are not prone to simply collapsing under weight or other problematic things. People in Hab Blocks have a higher quality of life, are not as prone to spreading disease as slums...in general you want everyone to live inan arcology or a habblock in a perfect universe.
In here you can watch as slums ruin your day.

For fairness sake i will place slums in ways that are least obstructive, until i run out of places to put them in.

Arcologies stacked on top of each other still work like Arcologies that would have been at the top of the spire.
So something that would look like

A
A
A
H
H

Would still be counting as all Arcologies being at the top of the spire.

Beyond that the High Society demands with the Arcology being the highest spot that nothing is above or the same level as the Arcologies, take heed of that and also take into consideration that Slums will be built.

I leave the choice to you whether you want me to consistently and generally build slums below other buildings or just into free spots. Both is possible. The First choice would not destroy your careful placements but might cause collapses.

I think I'm voting for the latter, because I'm imagining the slums as self-organized clusters of leans-to and tent cities, and lifting up whole skyscrapers to tunnel beneath them is probably beyond the power of even the most superhuman and well-represented-by-activist-NGOs homeless people.

That's a problem. Since there's gonna be something else on Level 3. Means we actually need to go all the way up to Level 4 to satisfy the High Society.
It's good that farms will work on the side of the spire. That makes them basically a non-issue.
I reckon we should do this:

Level 4: __A__
Level 3: __H__
Level 2: __H__
Level 1: FHA__

Re:Slums, what Spin said. The first option is silly, go with the second.

So to clarify we could have

A
AHHHH
AHHHH
AHHHH
AFFFFF

at some point in the future and all of those A's would count as the highest place?

No. They all need to be above the other hab blocks. Something like this would however work

A
A
A
A
A
HHHHH
HHHHH
HHHHH
FFFFF

although i wonder about those farms, only the outer two would get light.

As for the weirdness of building below stuff, imagine it more like people abandoning the lower levels of the arcologies to slums and simply building higher up. Spireward Gentrification while Basewards Slumification happens (is that a word?)

Nope, sorry, I'm just too committed to imagining the Official Arcological Architectural Skyhook being ceremoniously brought out to winch up a tower. All the best bureaucrats will be there to watch the occasion and the lucky guest of honour gets to cut the ribbon around the gaping hole so that construction can begin. :P

Also, am I right in inferring from
nothing is above or the same level as the Arcologies
that it really does have to be all of them, so NUKE9.13's last design would fail that criterion and we're going to have to push up the current Arcology one way or another?

yup you will have to push it up.
