What about high density farming to improve our farm output? That way slightly less people will starve to death.

if we build farms and habs, we solve the food crisis but not the hab crisis. If we build factories and farms, we solve food crisis and factory crisis, hopefully giving us more resources next turn. Plus, factories produce heat that farms can use to produce food. Hopefully, farms also absorb that heat, rather than making it go through and burn the slumtower.

Actually, with a million people headed in, there is no way to solve the hab or food crisis.  Yay!

Ok, assuming we have no reforms, we can build 10 farms which will almost feed everyone. We will then drown in slums as 95 blocks worth are built on top of everything. They likely then all collapse and the entire arcology will turn to ruins.

Or we could build 10 habs and provide homes for half the refugees. They will all then starve to death because we will not have any food.

So, unless someone can see a way out of this, I think we should develop some security forces and immigration laws immediately and turn them all way until we can safely house and feed them.

The hab crisis, in particular the middle class habs, is a two-turn thing. And as the factories take up an entire Z-level and require a full Z-level of lower-class habs to support it it'll take two turns to fulfil the factory thing if we want the food crisis to not be so endemic. Improving our farms alongside that should mean we'll be able to solve both crises next turn.

And remember we CAN improve the farms. Something we should definitely do both this turn and the next as I doubt we'll have the option of just turning them away.

Oh yeah, someone should totally be trying to improve the farms or nutrient vats or both.  The maintenance thing was just so we can install vents next turn if we need them.

Still , maintenance was one thing we probably didn't need or could spare this turn.

We can try splitting our remaining production between farms and habs. Farms will obviously have to be improved by reform, hoping not too many starve. Then if we are not making factories ( and our spare allowance was eaten by that maintenance factory) we probably should keep building habs in the central spire, although it will not be anough to keep the arcology clear of slums (unless we want to skip farms entirely)

Yeah, maintenence can wait a turn or two, at least for the refugee crisis to slow down. But there's no way we're dealing with the crisis if we're not building any more farms and not improving them. High society can wait a turn for us to make the place taller.

BY the by those 5 block constructions like the maintenance hub and the factories count as one construction order not as 5

Reform High Density Farming - Selective breeding, vertical farming, aquaponics, Genetic Modification, pretty much any buzzword a room full of biologists could come up with, has been applied to our Agri-farms, doubling their output.

That gives us +100 Food off the bat, such that we only need 900 more (the equivalent of 5 farms) to feed all of this turn's immigrants.

Reform Panopticon

A system of cameras, automated bulkhead doors, and automated dual-use fire/riot supression systems, all connected to a centralized security system. Panopticon ensures that every citizen remains safe and secure in his assigned location.

That would need a security block that we as of yet do not have. We're going to need boots on the ground to really have any sort of security right now.

Here's my proposed plan:

Build up the central section of the spire, and regularly burn down the slums.

The bureaucracy will basically HAVE to stop sending us extreme numbers of people after we burn them all once or twice, forcibly ensuring safety and sanity in our spire for, well, a little time, anyways.
