Would I be allowed to combine two votes, to increase my critters intelligence up to say that of chimpanzees or small children? They seem surprisingly weak overall given the other things are actually managing to eat the on a regular basis, but I'm not really feeling a brute strength sort of mood. Would this be allowed?
The only thing that eats them are wolves, and thats only because wolves are well... wolves lol. You could try to use your divine powers to make them more intelligent and at the same time spend your evolutionary action to make them more intelligent, that is legitimate yes.
What about granting them longer life and and a more expanded skull after all giving more time for each brain to develop should help somewhat right? If that's not considered as a conjoint evolutionary boat then you can just ignore the bit about them growing larger.
I think those would sort of come with the "make them smarter" action. Larger brains would need larger skulls and more time to become fully developed. But those are just side effects of your real action, so no need to worry about them too much.

Crap, sorry I missed this. Herba is exceptionally large for a palm tree, but not so big that it would be impossible for a palm tree to grow that large naturally. There are lots of different kinds of palm tree, so I was thinking that Herba was just the tall kind.
Gods could trade creations if they wanted to. That would come down to IC discussion and deals between the two gods, but theres nothing to stop them if thats what they want.
As far as the backlash is concerned, its not very big or permanent in this case. I realized I didn't tell you that it might happen, so I tried to keep the effects pretty minor. those effects will fade away after next turn. However future uses of godpowers to create life may have more effects.
