Huh? That's not what the IC OP says:

Travelling through two known areas without stopping costs only 1 Act. E.g. Travelling from Grottwalk to Highwald is only 1 Act.

Grottwald has two spaces between it and Highwald. That suggests that LoT->Rest would be one act, and Rest->Anvil would be less than one act.

Incidentally, if anyone is wondering why a god of Order would make Makeshift mortals:
-I'm going with the 'decayed deity' theme- until Tick has a solid stable of worshippers again, there are going to be flaws in everything he does.
-Tick does not consider biology to be especially sacrosanct. Order applies to systems as a whole- living things are always going to be a bit messy.
-Most importantly, they embody his drive to fix things, to restore them to how they should be.

Settling requires no acts, it just prevents you from uprooting yourself from the location without followers. The souls still exist. You create them after settling.

By the way, have you considered making an image to serve as the map? It'd be a bit more readable than the text-based solution you have thus far, and probably would take less time to make and update once you get used to uploading periodically.
