Technically its strategic, tactics is more short-term and small-field than strategy.

This is meant to slowly improve our hold on the intermediate battlefields naturally.

Obviously I expect to lose agents if KOSMIC ever takes ground, but this system should help prevent that.

SKILL REVISION---HOLMES: High-ranking Officer Level Merkan Enforcement Squad
Villains are fond of second-rate disguises. Therefore, the formation of a new investigation team to vet every single deliveryman and new government employee will help us to catch infiltrators before they can sneak into government areas. We've developed a new version of an old favorite, the Thousand Yard Stare, to peer right into a newcomer's soul and divine his intent.

Well, that and making sure he nose is real and not faked.

Tech Revision: Concealed Gas Mask: Utilizing the technology from gas mask during the two world wars, we can supplement our men with these masks to breathe in heavy smoke or deadly toxic smoke, (which may or not be researched into the future), the first purpose is to allow men to breathe in heavy smoke (WE DON'T WANT FILTER MASKS), the secondary goal is to conceal the faces of the men so we can use them as disguises so they act as hazmat people or the people who use pesticides to remove bugs, and tertiary being user-friendly so that's it easy to aim with a gun while using them. Your Skill-Revision, seems overly-convoluted and unnecessary resource intensive. While not just make Mandatory ID Papers as a Skill/Tech Revision? It kind of hard-counters their disguises.

Because my way was more absurd?

But yeah, we can do ID documents.

Yeah, ID seems good for a SR. Wait, can we do that for a revision?

In basic form it will be possible, though not as effective as a design.

"We've Got Ourselves A MOLE" will be rolled relatively soon since people seem to be done discussing.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Skill Design: "We've Got Ourselves A Mole"
[2, 4, 3]

Via what essentially amounts to the espionage version of brute force, we can place our agents inside mission-important entities. It's a very crude method, but by having our agents simply applying for easy-to-get jobs within the target, we can eventually get some agents in.
Smuggling in weapons and tech is practically impossible. Our agents are in the target locations as the bottom of the barrel. They're afforded little flexibility; not performing particularly well already results in severe suspicion and attempting to bring in anything relatively out-of-the-ordinary can result in immediate firings and law enforcement called. Our agents must show up to work unarmed with a good work ethic. They're basically just regular employees.
At the moment, activation of our infiltrating agents is simple but (hopefully) effective. Infiltrating agents can't do the mission themselves. They're unarmed with no security clearance and that just doesn't work well with the skill level of the average agent. So we simply activate the agents when the main infiltration team arrives. They're still unarmed, but being able to motion for a janitor to tackle an intruding KOSMIC agent seems to be quite useful in theory.

So we simply, through the regular job application & hiring process, get some agents hired at the target site in question. They act as regular employees until activated by non-infiltration MOLE agents on-site manually activate them, which is when the infiltrating agents will join the rest of our forces while still unarmed. The key here is the element of surprise. Hopefully.

Unfortunately, our agents must apply with their actual credentials and identity. So with just a little snooping, enemies could easily find out much more about our agents than we'd be comfortable with them knowing. But we just didn't have time to develop a method of successfully forging an identity for this; crude or otherwise.

Because we have to actually go through the job application process unaided, not all agents are able to utilize this skill. Expensive.

It is now the Revision Phase. Vote for a Skill and Tech revision to be worked on this phase.

Skill Revision: ID Documents: By making each company or corporation in each theatre through high-level persuasion and coercion, force them to utilize at least a simple-method of ID Cards to track delivery-man, entering-and-leaving janitors, and other simple disguises will become ill-effective and will be caught in the spot from the point guard. Also, it's a possibility if expanded that our men will be supplied with their own set of False ID Cards and be allowed and infiltrate into the facilities.

Skill Revision: Identification Papers, Please
All Merkan institutions are now required to utilize basic identification papers with special watermarks of various types, such as "only visible in UV light". All such papers will contain the authorizations that person has, a picture of their face, and several watermarks. No one is allowed access to ANYWHERE without passing a team of MOLE agents (Heavily armed) that checks the documents and locates every watermark.

Tech Revision: Specialized Superior Rifles
Taking the progress made with the gun contracts, the Night Owl DMR is cheapened by the Economics Board while the engineering team figures out a way to reduce the weight and bulkiness of the gun down to more reasonable levels, aiming to make it similar to the AR in weight, though it's expected to be a bit bulkier because of the barrel.

I got ninja'd by shadow, but I prefer my version of the ID revision. Tech revision, well, I've got three ideas kicking around in my head and I'm not sure which is best, but I think it's going to be "increased firepower", seeing as how they'll be infiltrating our own government, allowing us to deploy with impunity.

Ugh, stop trying to do designs in a revision!

Skill Revision: Masked MOLES:
We don't much like the fact that our agents have to apply using their actual identities. We revise our "We've Got Ourselves A Mole" skill to include basic identity forgery to remove this, along with possibly gaining access to higher-level jobs.

Tech Revision: Reconfigurable Subduer:
We've created a version of our Subduer that can be quickly reconfigured into an unshootable disguise form that looks like a large bulky wallet, and back.

+1 to both here. I'd like to give the agents a weapon, though. Could we make it so that the Subduer gets packaged in for them?

Fallacy, what are you talking about?

What design got done/is getting done/is suggested to be done as a revision?

I would assume that FallacyOfUrist sees things like ID Cards and Gas Masks as their own personal design, but believe me these things are not worth a design so they should be spend on a revision. I think ID cards need to be pretty general, they shouldn't be assigned to friendly Merkan territory, they should be assigned to neutral territory since that's the places where the Astrian's are using as their form of disguises. Sigh, I guess those revisions are better than mine.

+1 to Mask MOLES, but keeping my +1 to those Concealed Gas Mask

A gas mask is a new thing and needs a design.

A revision that might be what you're after would be something more like making our Blackout gas less toxic and hence breathable.
