They have armor. Our bullets don't work on their armor. They can't breathe in our smoke, though, and a piercing tranquilizer round would pierce right through.

A piercing tranquilizer round is just begging for kills instead of actual incapacitations, making it uselessly overcomplicated.

Are we trying to kill the enemy?

How about a carbine with an extendable stock? Cut down the barrel, use an intermediate round, and it should still be fairly concealable.

This isn't for concealment, though---right now, the handgun is a concealable weapon. When concealment is necessary, Astrians can't have body armor, it's too bulky. That means the suppressed handgun is a perfectly useful weapon in such conditions.

When we need enemies taken out, though, such as in the factory missions, we'll need the power of a full rifle cartridge. Especially since Astrians like their brute force and body armor.

Well, if we want full power, just update the assault rifle.

A-R1954
This relatively compact Assault rifle boasts a folding stock and a twenty-round magazine. Within the bullets are doubled-stacked within the magazine. The gun is made almost entirely of metal, using little wood. Finally, the rifle uses a midrange rifle cartridge, neither being too light to punch through armor, nor hefty enough to make recoil a problem.

That look okay?

Updating the AR is more of a revision.

We're going from a WW2 weapon to an early Cold War one. The difference is pretty significant, so I don't think it counts as a revision.

Also, side note: for the first "Supah-spah James Bond" weapon, any ideas on what to do?

EDIT:
Merkan Arms MA-DMR-01 Night Owl
Named for the silent yet deadly predator of the night, this noise-and-flash suppressed semiautomatic rifle will take care of even the most heavily armored Astrian thug. Firing a 7.62 rifle cartridge at high velocity, the built-in suppressor is precisely engineered for maximum effectiveness but minimum impact on ballistic characteristics.
A supressor on a rifle wouldn't do much to help, I mean, they can only do so much. With that volume of powder, the flash supressor might work, but I'd think the noise part would be effectively useless, unless you're in an industrial park in full production. Despite that, It deserves a vote. The gun is still going to work, and if the supressor actually works, hey, sure.

VOTE TALLY

Tech Design: Merkan Arms MA-DMR-01 Night Owl
[4, 4, 3]

The Night Owl is a significant improvement over the assault rifle. Semi-automatic with some serious stopping power and a 10-round magazine, made with a largely wood construction along with a healthy quantity of metal components. It's of the finest Merkane craftsmanship, though it's still based on the A-R1942 for convenience. The integrated suppressor exists, but isn't particularly notable - the gun still creates a distinct and fairly loud sound along with a somewhat notable flash. This is largely because due to time constraints, we simply adapted the Subduer's (a pistol, not a DMR) suppressor for use here.
We've taken the liberty of testing it against Astrian body armor, which it pierces easily.

Unfortunately, the rifle is quite heavy and large. It is very obvious - somehow more-so than the assault rifle, and an operative bringing one along will find themselves not as mobile in combat situations. Deployment of the weapon in battle will depend heavily on the layout of the terrain and the organization of our operatives.
Which isn't great.

Being based off of the still Expensive A-R1942, the DMR-01 Night Owl is also expensive despite the cost-saving methods used. Its production is still limited to specialists explicitly given clearance to have knowledge of our weapon-making, which makes proper distribution difficult.
Expensive.

It is now the Revision Phase. Vote for a Skill and Tech revision to be worked on this phase.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Tech Revision: Micro-Blackout Smoke Grenade: It's occurred to us that our Blackout bombs would be more useful if they were smaller. The larger ones still have their uses, however. We create a Blackout variant, the Micro-Blackout, that is much smaller(ideally concealable) and produces much less smoke.

Skill Revision: Conditional Retreat: If one of our agents is spotted, and the number of spotters is low, instead of fleeing, they attempt to eliminate the enemy quickly using silenced weapons.

Not sure about the micro-blackout. I'd prefer making the new rifle less bulky, though I'm fully on board for the Skill Revision.

Tech Revision: A-R1942 Gun Contracts: By removing the middle-man from the process, and going straight to the need of the proprietors and manufacturers, we can make the A-R1942 cheaper to supply to our main line of espionage agents. This will result in more of our agents being deployed with the better armor-piercing assault rifle, than the pistol

I think we need more of the assault rifles, since we are lacking a common and easy way to pierce their light combat armor, most of the fights happen in the open. The enemy having cheap rifles, and us having expensive rifles of the same quality, is really bad.

You mean the A-R1954 Night Owl, right? The 1942 is the WW2 gun.

I'll write an un-screwing-up revision for that rifle in a minute. We seem to have been murderized on difficulty, given that we rolled perfectly acceptable rolls for everything involved...
