That's the thing, it's not a concealed radio, it's just... well, a radio. We wasted our designs on the fucking sniper rifle so we can't design a more compact and concealable radio.

Even with a revision it will be painfully obvious to everyone it is a military grade radio. Thus enemy agents as well as local law enforcement will be highly suspicious if not have their cover blown immediately. The only possible way this could be of use is to stop agents from having to return to base for orders, instead they can go home and fire up their radio. For the purpose of making Overwatch of use, it fails completely.

Well, a KO dart is more a design action, and we do need some form of communications (and even a military hand-held radio can be stuffed into a bag and hidden there). I mean, if you have a better tech revision I'll happily jump to support that.

Pretty sure hand-held radios weren't a thing in this era. If you have evidence to the contrary though, I'll stand down and back the radio.

Meanwhile, a fairly simple tech that builds on martial arts (and shouldn't be picked up in standard weapon searches) would be a Telescoping Baton.

I don't know if a telescoping baton would be a revision or a design. If it is a revision for sure I'd have posted it myself.

As for handheld radios, the US walkie-talkie (A WW2 invention no less) is light and portable enough, and presumably we have access to somewhat more compact handheld radios.

I imagine a telescoping baton would be easier than portable radios, but the fact that they exist is enough. I didn't expect walkie talkies to be around yet.

They were invented in the 40s, it's getting the really small ones, the ones that need transistors, that will be difficult.

Still, N.E.F.E.R.U would be useful for more then just homer, just saying.

Tech Revision: Portable Radios
[6]

We have successfully invented developed radios for use by our operatives! The military has a surplus of radios lying in storage that they don't plan on using; with some tactical diplomacy we acquired access to these stores.
As such, we can now equip operatives with two-way Portable Radios as needed in any theatre. The radio is quite bulky - fitting like a backpack on agents. An agent equipped with a radio stands out a lot, but is able to communicate with any other radio-equipped agents. They just wear it like a backpack and use it when deemed necessary. Again, the Portable Radio is extremely obvious.
No particular training is required to use the Portable Radio, though since by "default" our operatives move in tight groups, skill development may be useful for optimizing the benefits of the radio. Agents assigned to Overwatch can make great use of the radio as long as there's another Portable Radio in use. It may be tricky handling the stealth and logistics of whoever's carrying the field radio, however.

The radios currently do not contact HQ, and if we were to pursue that, we'd likely need either much higher powered radios or infrastructure in place to get signals to operatives in places that aren't Astria.

This endeavor was very limited by its Revision scope. Really, it's very much an accomplishment to get an entirely new design out of a minor project like this. We should consider ourselves lucky the Revision team did so much with such a small budget. The Portable Radio is Cheap.

Skill Revision: Eagle Eye
[3+1]

Agents assigned to Overwatch are now told to make proper use of their HOMER, though this part of the Skill can always be restricted if a more peaceful solution is desired.

Being an extension of Overwatch and just a generally straightforward revision, we can make some more adjustments. Operatives don't just shoot at closest target, but rather aim at the most tactically valuable targets as evaluated by Overwatch itself. Of course, determining tactically important targets is a whole other wheelhouse (that Command would appreciate you exploring), but as it stands having 'access' to the benefits of Overwatch should greatly improve Overwatch snipers.

Overwatch is still quite useless without a proper vantage point. Though if a building has windows we may see some extremely limited effectiveness. Both the HOMER and Overwatch aren't meant to be used to try to peer through reflective glass windows from another building. Though changing that wouldn't be hard.

It is now the Operations Phase. List the Skills and Techs to be used in each theatre. Limited specifications, such as "avoid killing" or "capture target" or "assassinate target" and the like are allowed.

Expense Credit!
An industry tycoon in Europe has expressed some interest in the Astrian-Merkane conflict, though hasn't invested in either side yet. In two months, the tycoon will be hosting a party for reasons unrelated to our goal. However, we can use this as an opportunity. It's heavily rumored that the tycoon keeps a small book in his quarters detailing illegal operations done under the nose of the Global League. If we can obtain this book, then we can without a doubt get the tycoon on our side.

Special Agent Sayuri Tressler Dolvich will be sent to obtain the item in question. The party is taking place in a large compound - namely its very extensive courtyard. The mansion is under guard and the third level - where the tycoon's quarters is - is even more heavily guarded. We believe that during a fireworks display (roughly 2-3 hours after the main start of the party) is accompanying a shipment of illicit goods (related to the book) to the basement. The only way known to be up is via staircases, though the quarters does have an extensive set of windows.
KOSMIC is expected to be there too. And chances are whoever gets the book can convince the tycoon to part with an Expense Credit.

Human Power Inc. - A courier carrying blackmail documents against the company lost the documents. A crowded bar in an Astrian city is believed to be the location of these documents - KOSMIC has to recover anything that was lost before MOLE can.
Singleton Arms - A tank being developed by the Astrian military is currently in testing at a Singleton testing facility. If the testing goes well, relations may sour. KOSMIC has the objective to ensure it goes smoothly.
Merkan - A contact from within the Merkane government has been exposed and is currently on the run. KOSMIC has to locate her within the city and either safely escort her out or eliminate her before MOLE can capture her.
Global League - The investigatory committee on the Astrian-Merkane conflict is well-underway at this point. Rumors indicate that a witness is being brought in that will testify against Astria based on our actions at Human Power in 1954. She is being transported by plane from a very busy Merkane airport, and must be stopped before the plane takes off.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Just to get it out of the way and to get Taricus screaming against using the thing we spent two designs and a revision on, have a basic set of plans. I dont expect this to win and I really hope someone comes up with something more then this. Its also not including Dolvich's little operation. But, I just felt like throwing this up. Even if its more along the Spetsnaz style then actual spy style.

Operation HammerHead
Human power:
Skills: Sneaking, Deep Infiltration, Memorized orders, Overwatch
Equipment: MP54 C, Suppressors, Portable Radio
Singleton arms:
Skills: Sneaking, Deep Infiltration, Memorized Orders, Overwatch, Eagle Eye
Equipment: MP54 C, Suppressors, Portable Radio, H.O.M.E.R, BodyArmour
Merkan:
Skills Sneaking, Memorized Orders, Overwatch, Eagle Eye
Equipment: MP54 C, Suppressors, Portable Radio, H.O.M.E.R, BodyArmour
Specifications: Assassinate Target
Global league aka United nations please don't sue me:
Skills Sneaking, Memorized Orders, Overwatch, Eagle Eye
Equipment: MP54 C, Suppressors, Portable Radio, H.O.M.E.R.
Specifications: Assassinate Target

Edit, since no one else wants to do anything here, I'll make Dolovich's plans then

Agent Dolvich is to sneak into the party, disguised as one of the people working under the tycoons employ and let MOLE do the work of removing them for us, she will be equipped with a MP54 CS hidden in whatever is appropriate for what she is disguised as (So, for example cleaning supplies if she is disguised as a maid) and attempt to remain undetected and discover the Mole agent. Once the enemy agent has been identified by Dolvich, they are to shadow them and attempt to draw security to the enemy's location once they make their move before making their own move and going for the book while security is hopefully distracted with the mole agent. Once she has the book in hand, she is to attempt to exit the party using the presumed panic and chaos caused by the Mole agent's fight with the guards. Should the Mole agent have the book, or the Mole agent detects her with the book, she is to disable the Mole agent and get away with the book as quickly as possible, using the window to climb down if she has to. Just in case of the Mole agent doesn't do anything, or remains undetected, she is to try and use her disguise to get upstairs and into the room with the book, or simply sneak into said room from the outside.

All opportunities to distract the Mole and stop him from completing their mission is to be taken. Getting the book is a second priority, we are playing black in chess, playing not to lose while Mole plays white, and to win. There are naturally advantages and disadvantages to this approach but the worst case scenario is that the book ends up destroyed, and/or in neither ours or Mole's hands.
