I don't think a bunch of gangers can really throw around the stuff that a chaos or genestealer cult does.

Of course not, they'd be all about numbers, sheer weight of gangers. They'd be the opposite of an Imperial force, which would be only a handful of high-tech units.
Gangers could have better tactics, a different victory condition, and possibly different danger levels: gangers fighting wouldn't attract Inquisitorial attention, etc.

Gangs don't tend to have the numbers that a cult can attract, and even less means of ensuring sub-factions co-operate with one another.

And again, given that we've got purestrain genestealers and chaos space marines, the stuff those guys could wrangle up to counter both (Especially the latter) is extremely slim.
