But psykers and daemons are our bonus skills. Sure, overusing them will cause trouble, but completely ignoring them will just leave us outmatched. If we can infiltrate and get some leeway with them, then it'd have to be worth it.

Completely ignoring demons and psykers won't hurt us so long as we go in intelligently. Which is to say, letting them set off the inquisition without us getting sniffed out and ensuring our basic troops are well trained and well armed.

I feel as if getting our vehicles up to IG level, along with everything else, would make things a bit better for us. Of course, we should get the Alpha legion, but I kind of want infiltration first as I think it will give us a supply advantage along with the minor tech bonus.

Alpha legion are infiltrators to the point, that they pulled tricks like passing as ultramarines and getting into Guilleman personal chamber, and he did not even realise this until he got shot.

Exactly the sort of thing we could use. Doesn't hurt that they also make extensive use of cultists and they don't treat them as completely disposable.

That sounds at odd with our own doctrine. I mean, we ARE patronised by the god of backstabbing and calculated losses for a greater gain. I mean, sure, if we were a life cult or a unification cult then we might value the rank-and-file, and if we were a joy cult then we would at least want to retain lots of friends to play with, but a focus/dedication cult? So long as they actually use the cultists to some end, rather than just pointlessly feeding them to genestealers to stave off boredom, then they ought to be on good terms with the higher-ups...

Too much backstabbing is detrimental to a cult's long-term survival, and as evidenced by the name, I'm thinking we're more are revolutionary cult than a really plotty one or such.

We are not imperial guard fighting symmetrical enemy in some plain field with big enough open spaces for usage of vehicles like leman russ and good luck getting more rare  specialised versions of leman russ for urban combat, and even then tank is worthless without established infrastructure and experienced crew.

With genestealer cult as enemy, we face rapid breeding stealthy subversive apex predators, who have no problems with suddenly picking slow tanks with inexperienced cultists inside by adamantine claws in dense streets of hive city.

Legionary : comes with own equipment( which was designed and made by brightest minds of adeptus mechanicus during golden age of mankind, and surpasses anything your average manufactorum can make ) , is quite likely veteran of long war with  centuries or even milleniums of combat experience( and is quite adept in providing said experience to cultists for destroying rotting imperium)
is geneforged to be perfect machine for slaughtering xenos and knowing no fear,
despite being walking tank has no mobility problems of tank( you cant fit leman russ in mines or sewers and tanks are not designed for urban warfare in general)
Also tanks riding around hive streets or guard tier weaponry usage is more likely to attract HAMMER OF SOME ORDO on our heads, unlike some of best stealth warfare specialists of galaxy.

I would suggest attempting to focus more then one dice on alpha legion gambit, so
we dont get dunked by 1 bad dice roll

Contacting and Hiring the Alpha Legion
Time: 1 Cost: 4 Bugs: 5

After a better look at the groundwork, it appears it could be possible to hire some Alpha Legionairres as mercenaries or advisors, although the current reigning Sorcerer Lord of the Crowfather’s Chosen is wary as their reasons for doing anything are inscrutable at best. Regardless, the research begins without a hitch, although it could be a long journey to the finish.
For starters, a form of communication which can reach through the warp without alerting imperial astropaths is a vital building block for the rest of the process.

Alpha Legion Contact
Cost: 5/9 Bugs: 7/9
Completion: 1/12
Prerequisites: Communications.

It is now the revision phase. You have two dice remaining

Alright, what we do now is likely dependant on whether or not we want to save a die for something.

Revision: Combat Webbing: A simple harness that allows our cultists to being more ammunition and other supplies (if we had them) to battle, allowing our cultists to shoot for much longer than normal.

Revision: Rebreathers: The standard imperial rebreather would be a useful tool for our cultists: Being able to be resistant to airborne agents such as poison gas and the like that require inhalation to take affect would mean we could use gas & smoke weapons much more effectively without needing to rely on marines as our sole hostile environment fighters.

Revision: Goliath Sturdiness: Currently our goliaths are far too fragile. While our last attempt had not gone so well in regards to the armour, we should nevertheless continue trying as an armoured transport could well afford to move at speed in the mines as well as resist small arms fire.

Revision: Bayonets: Given the lack of close combat weapons amongst the ranks of the cultists, and our rather fine work towards improving their ranged abilities we've found it better to just ensure their rifles have a sharp knife attached to it, so they can use the rifle's length to their advantage.

Revision: Polarised Goggles: While the underhive is a dark, dim and generally poorly lit part of the hive, we should not underestimate the effectiveness of eye protection to help keep our cultists from being blinded by too much light. The protective gear should also allow us to attempt to use floodlights and the like to blind the enemy; a genestealer or enemy cultist can't fight as effectively if they can't see.

Goliath Sturdiness: 4
Despite the avenue for progress into armor being effectively closed, we've managed to squeeze in one final increase to the sturdiness of the goliath.
Despite requiring a critically inefficient amount of funding and manpower we've given some increases to the redundancies and plating around the engine and cab compartment.
Whilst it is still very much open-topped, and the passengers are still relatively undefended, the vehicle itself shouldn't be as susceptible to small-arms fire.
The research team is very adamant however that continued attempts to increase the armor of the Goliath Technical would be literally wasting resources. Whilst there is still room in this design for further speed increases, a new model of goliath would be needed for an armoured equivalent.

It is now the Construction and Strategy phase
