Civilizations causing a skipped world?

I've made a large scale modification to DF and now ive seen several times it starts initializing the Age of Myth in world gen... and then skips the world after a long wait. Am I just unlucky or is something wrong with my civilizations file?

Edit: Found a typo... i hope this fixes it

It's possible that it's having trouble finding a nuisance, forest, civ_controllable or baby snatcher civ.  That's around the time it would bail for those.

I have a nuisance, 2 forest ones, a civ_controllable mountain one, babysnatcher, and 3 plains civs. All the tags are there too. This is weird.

Think thats weird? I had gremlins gen as a civ..... I never modded them to be a civ either. Weird.

Sorry for the necro, but i finally found out the problem... apparantly using RARE as a rarity for items that a civilizaiton produces breaks it, and as such is likely not a civilization rarity token.

Edit: Nevermind... i guess that wasn't it.....
