%Piety Coverage bonus: +2% Tax Revenue for each 10% Piety Coverage.

3. Heroes 'raised' by a Warlord have 30% chance to learn a Skill (compared to default 10% chance).

1. Reduction of Coin requirements for Research is now 50% instead of 20%.

I'm apparently paying upkeep for a unit of archers in Central Song, and North Song, but I only have one unit of archers on the board.

Also people might notice some weirdness in numberscroll and that's because I caught on with some errors; Taricus gets extra 3 RP cuz I forgot his Inventor hero, Tiruin's got cut on workshop income cuz she has no Workshop in Qin yet, same for Roboson with Silk from Wu last turn, and Wolfhunter got his money adjusted cuz I overcost'd his armies last turn, and ctsun gets 30 coins refund cuz discounts don't affect one other, they simply stack (so lacquer orchard at -30% discount costs 1050, not 1080 Coins).

To be clear, we do not gain the resources (and the resulting income) from border territories unless we have a workshop in that region (I.e. we ahve the central province of that region)?

Yes, for silk and lacquer. Tea doesn't need Workshop at all, while mines produce benefits (and Coins, for copper&jade) even without workshop.
