Do you mean in Fortress mode?

I know item thief causes them to consider any goods you sell stolen, making progression difficult. If you want to play Fortress Mode, that'll be more complicated. The changes I suggested should work on the Kobold Kamp versions. That's probably a better choice for Fortress Mode than trying to set it up ourselves.

well i have no problems making them stop theft and i see no point in keeping utterances if they have can_speak

Ok then, I guess they should be willing to trade with you if you get rid of the ITEM_THIEF tag and you aren't at war for some reason.

It's probably best if you don't, because otherwise you'd have to give them a real language.

I don't think so. They won't steal anymore. You need to make sure you're not a war with them to get caravans. You can tell you're at war with them if there's a red line by their name in the neighbors screen when embarking a fort.
