He gave a few examples of state actions a little bit earlier, but the TLDR it's you using your influence as Head of State.
Research seems similar enough to an Arms Race proposal: Send him what you want to accomplish, and he'll tell you the result. Make it as long as you want; mine is a few paragraphs after all. Don't assume everything will go as planned, though. Remember that we start as derps when it comes to magic; we LITERALLY just learned that it is a thing we can in fact do, after all.
