I am going to give research projects suggestions in advance for when the right time come:

We need to improve our weaponry (and only use the old ones for civilians and exportation) but not just every military mook, because they will miss anyway as plot armor don't mind if it's bullets or arrows, but:

 Re-invent our scientists tools, make them lighter more potent more precise whatever is possible, anything that can help them to study on the field.

How is china/japan/india/whatever under our rules

See african culture, see if there is patterns in gods, costumes, tribes wars anything that can help us use their religion to make easier for the majority desire to know about us or follow us better. Another thing is that this is Victorian era and 100 million is actually a lot.
