Anyways, I'm going to do some ironing out of the mechanics over the long weekend. If you would like assistance finishing your sheet, this would be a great time to ask. Since the background mechanics where never posted in the base game, I had to essentially write them from scratch. Most of what I made seems statistically sound, but I want to test it a bit before finalizing it (and probably posting that here).

GM Notes 1: Weapon Phantasms.

So one of the biggest balance issues I've had are with the weapon phantasms. Should the damage be a passive effect-or an active one?

They are free to use as weapons, though what bonus I should apply to the weapons is the question. If they give their full damage for each attack in addition to all passive effects, then it puts them in a different league than the other types of phantasms that only deal their damage when activates. What is actually meant is unclear as well-the damage scales 1/1 with the prana cost up until EX rank for WNPs, but it isn't particularly difficult to get +5/10/15 damage from skills making it possible they are supposed to do that damage passively. Blitz, who did some work on the original character sheet, has also suggested that is the way it should be. So here is where I work it out.

Testing servant: A rank Agility A rank phantasm (Ignoring dodging and crit chance). Seems like a fairly standard build.

0 bonus damage passive attacks:
Average damage: 10.5+10
Average hits to kill: 2.5/2.8/3.2/3.933/4.5/5.1/6.4/7.39/8.57/11.17/18.18

18 base passive attacks:
Average damage: 10.5+10+18
Average hits to kill: 1.29/1.46/1.65/1.88/2.08/2.3/2.6/2.88/3.1/3.58/4.25

As expected, it starts off at about double and the difference gets larger as the enemies defenses improve. Adding it in for passive bonuses certainly makes the fights quicker.

This phantasm would be able to be activated 2/2/2/3/3/3/3/4/4/4/5 times without any other interference. This means that as long as you have full mana and a mana rank near your opponent's Endurance, you would be capable of killing them on average by spamming your noble phantasm (assuming you hit.)

Thematically, most massively powerful weapons in the setting have to be activated anyway. Therefore, I rule that damage is an active effect by default. A smaller bonus to passive damage may be given to high ranking phantasms in the future. 

And how Technique class phantasms balance with them:

Technique phantasms are sort of the odd one out-being inexplicably more expensive than the others of its class. As such, technique class phantasms will receive a bonus to hit. Seems fair? Seems fair.

Tomorrow we will get into the bread and butter of how each parameter works in combat.

It makes Mana Burst pretty busted, though. Prana spent should also be per hit, same as Weapon NPs.

Mana Burst: This Servant uses magical energy to enhance themselves and their weapons in life. This Servant can use up to 15 Prana to provide a proportional boost in damage within battle.

Mana burst counts for one attack by this interpretation. Its probably meant to be that way too, given the fluff behind mana burst.

Strength
-Determines how well you aim with and how hard you hit with melee weapons. In direct competition with Magic and Agility, assault stats with more utility. As such, melee attacks receive bonus damage to make up for this.
-- Maybe! A "parry" mechanic to give it more utility. Mirrors Dodge, but lowers the amount of damage taken instead of avoiding it. Not likely to be implemented.

Magic
-Nothing hidden or fancy here. How powerful your spells and stuff are, how much prana you got. The fact that your attack stat can also be your prana stat gives it plenty of utility on its own-without mentioning the versatility of spells.

Endurance
-On top of being how much HP you have, it effects how much damage you take. The Endurance bonus is subtracted from any and all received damage. As you saw in the last test, this means that high END characters can eat up weaker attacks easily.

Agility
-One of the most complicated perimeters.
--Effects initiative, the roll to see who goes first.
--Effects dodge rolls. By default, characters automatically attempt to dodge incoming attacks (which can be represented in a variety of different ways, from parrying the blow away to hiding behind cover to the enemy simply missing.)
---It is an opposed roll, meaning your chance to hit an attack with all things being equal is attack is 50%. Both sides roll D20 and add their relevant stats, if the defender rolls higher than it is a miss. If the attacker rolls higher, than this roll is added to whatever damage bonuses he has.
--It is also rolled for range attacks.
--Also effects speed on foot outside of combat.
-Not actually that complicated.

Luck
-Increases crit chance.
--Critical hits double the d20 dice only. So if you roll a 20 and have +10 damage, your final raw damage would be 50.
--Each rank up increases your crit chance by 5%.
---ex E rank crits on a 20, E+ crits on a 19/20, D crits on an 18/19/20
----While this significantly increases the damage of a single attack, it only increases the average damage by roughly 1 point per luck. The increase in average goes down the greater the luck, to a maximum of 9.2 total at EX rank (as you would crit on a 9+).
---Crits count as their damage value for the purpose of attacking/dodge rolls. That is to say if you crit on a 15, it counts as a 30 for that dodge roll.
--Defensively, you can also "crit" while performing a dodge roll. A small bonus is added to defensive dodge rolls based on your luck.

Any ties are re-rolled.

Fairly simple. Fairly balanced (sure it is). Will undergo trial by fire when the sheets come in.

It means that the melee attacks do extra damage compared to the same Agility or Magic stat, due to their lack of utility in comparison.

I thought I explained the crit roles pretty well :-(. No, crit roles follow standard RPG procedure. If you roll a 20, you get a crit. Luck changes what numbers you can crit on-each rank up in luck adding a single die number. If you have E rank luck and you are attacking, you get a crit if your attack role is a 20. If you have EX rank luck, than you crit on a 9.
