Waaaaait. Correct me if I'm wrong, but we don't need to redistribute ships this turn, as we can't build more ships this turn.

Budget: -5% ships, -5% ballista, +5% hoplites, +5% spearmen  - We won't be building more ballista or ships, and we'll have more flexibility in next turns budget.

We're taking the excess ships from Fleet 1 and adding them to Fleet 3 too, Nirur.

And upgrading the fort is meaningless if they kill everybody. Considering how we only have 42 guys there right now? If they focus on Nippi, then we might not have any guys left to close the front door to the fort...

Right, not sure if any of you care, but Iituem just gave us the transport situation with Fleet 1:

It has a total capacity of 998, however Epidaea, the only city using Fleet 1's transports, only produces 531 Manpower, wasting 467 capacity...
Pentekonter's have a capacity of 72, so we can shift 6 of them away from Fleet 1, yes Fleet 1 will only have an excess of 45 then, but that is sufficient for the near future.


Oh right, we need a tiebreaker for our Government guys!

I'm swapping my vote over to the transport shifting plan, since I didn't realize we were wasting that much capacity, and it would be annoying if they capture it anyway and then we have to retake a level 3 fort.

I have no opinion on the government type, sorry.

Because sod trying to force democracy onto the nobility, that's just going to be a HUGE undertaking and a contentious one at that.

I'd rather tread the path of autonomy so we can basically ignore democracy vs monarchy or pissing off the current leadership of the cities. But as no-one else happens to be supporting that plan, I have to support the plan that doesn't screw over the status quo as much.
