Why can't we give them pointy sticks and cowering boards with no training? Humans instintively know the basics of stabbing with spear. It will still make them more effective than completely unarmed slaves. If training is the bottleneck, lets give them better equipment with no training.

Madman they have living tanks. Pikes won't just "fix" them.
Secondly, I agree that you're just creating another unit to compete with our spearmen for training, at which point you'd be better off just switching the spearmen unit to phalangites.

I think this would fall more into the realm of a revision, honestly, and I will almost certainly vote for it this turn during said phase as such.
As to why:
We're not creating any new technology, merely shoddy spears and scrap wood shields
We're not dramatically changing the nature of the unit, they're merely going from completely helpless to only mostly helpless. (We shouldn't expect a 0 training, 0 resource unit to actually be able to handle anything greater than a worker. And those are the units they are fielding in the hundreds, and as such should be the bar at which our chaff unit is compared against.)
It could be considered a re-roll on the slave's effectiveness die. (If you want to get really into the rules and game mechanics, and yes, I know we didn't roll for the slave, it could still be considered as such.)

City Muster
In the wake of the escalating threat, large changes need to be made to our culture in order to accomodate an increasing need for trained soldiers.
Rather than the old means of training amongst families, now villages, towns and city districts will be responsible for the maintaining of its citizenry's formation, marching and drill. All humans will also have a mandatory obligation to attend military training, if not battle.
This mandatory training will range from daily dawn practice, for the young and fit, to weekly training for slaves and the aging.

We cannot devise new troops while Training is the stopgap preventing us from deploying them. More training at this stage is better all around, as it adds more effective troops. Devising a new troop type will take Training as a resource, and while it may be effective, cannot be rolled out for several turns.
I am more inclined to revise our slave troops, to add effectiveness to them, even if only a little.

Phalangites: The idea is that you use most of the slaves to build the equipment, and I'll add in that they will be specifically growing food for the volunteers who will fight, and volunteers get a minimum of training so they can be deployed as an effective force. They'll have great morale, high effectiveness, and they will be more plentiful than the spearmen, since the slaves should cut manpower costs a lot, and training will be bare-bones minimum.

Yes, I would then advocate that we stop spearman training and dedicate any training required to phalangites, but only because it's structured so that we can get more on the field, and fast.

It's dependent on the rolls, for sure, but they will be more effective yet cheaper than spearmen, at least if it works the way I believe it will work.

I've put words to my disagreement with Phalangites: We don't know if we can increase the manpower cost to make up for training and materials, and higher manpower cost units will very likely take up that much transport space.

At some point we do need to make some sweeping changes to our military structure, because the number of spearmen we output is just... non-magical.
But I don't think expecting a full phalanx from the get-go is it.

In fact, turning the spearmen and slaves into phalangites will be a far more effective step towards powerful military right now compared to additional magic users. Remember that everything this design is accomplishing is the scope of a spearmen revision. The design is turning our slave forces into a powerful military force, giving us lots of manpower to spend towards this.

Heck, we could probably use a revision to increase training by starting a veterans-as-trainers program for slaves/former slaves.

Oh, and we don't have the magic to make those apprentices powerful enough yet. At least, I don't think we do.
