Design: Military Training Camp [Effectiveness: 4] [Cost: 3] [Bugs: 1]
With the aid of experienced soldiers, you formulate a series of basic drill techniques to be taught across the League, with the intent that the many militia soldiers will be more effectively trained in use of weapons and armour before being sent off to kill and/or die. The basic initiative proves fairly successful, with small training camps established throughout the League and led by local veterans responsible for training their charges. It is a step up from family-based training, at least for basic techniques, and we can expect a gentle but measurable improvement across the board in trained troops.
There is, however, a dark side. By placing the responsibility for training in the hands of local veterans, they gain much power and prestige. This is not a problem, but they also have the ability to withold favour, tuition and guidance from their less favoured charges, and those soldiers who get on their instructors' bad sides are much more likely to go into battle not knowing how best to use their equipment. In effect, veteran instructors have the ability to decide who will live and who will die. This may have long-standing consequences, but they are outshone by the benefits of additional training. These minor camps have been set up throughout the League, but the elder council has expressed an interest in setting up a larger, formalised camp in Dorytos or elsewhere. It is a Strategic Action to set up such a camp and will give a flat bonus to production of training, with an associated amount of production depending upon the effectiveness of the action.
